<br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, JUNE 23, 2005, AT 6:00 P. M. <br /> <br />The Mooresville Plan Commission members met on Thursday, June 23, 2005, at 6:00 <br />P. M. at the Mooresville Town Hall. <br /> <br />Commission members present were: Mike Young, Robert Williamson, John Ehrhart, <br />Charles McGuire, Charles Berwick, James Logan, and Robert Corbin. Members Troy <br />Bryant and Darrell Brown were absent. Town attorney Tim Currens was present. <br /> <br />A motion was made by Commissioner Logan with a second by Commissioner Corbin to <br />approve the minutes of May 26, 2005. Motion carried 7-0. <br /> <br />Ross Holloway explained the Dan Roberts rezone from Agriculture to PUD R went <br />before the Town Council but the client was not there to answer questions, so the <br />Preliminary Plat could not be heard at tonight's meeting and he was asking for a <br />continuance. They wish to be put on the Plan Commission's agenda for July and no new <br />notices. A motion was made by Commissioner McGuire with a second by Commissioner <br />Ehrhart to continue this to July. Motion carried 7-0. <br /> <br />Hoosier Energy Special Exception was next on the agenda. Randy Haymaker told the <br />commissioners the company included REMC and was generating and distributing power <br />where there is growth, such as the new Elementary School at Momovia and housing to <br />the south and west ofMooresville. The site chosen for this is underneath one of the <br />transmission lines at the intersection oftwo roads. This is most cost effective to members <br />of South Central REMC. This is a $600 to 650 thousand dollar investment and will ad to <br />property tax base. Commissioner Ehrhart asked if this area could be buffered, he had <br />seen pictures of a similar area. Mr. Haymaker said buffering couldn't go above the fence <br />because of wind from the west interrupting service. Town attorney Currens told the <br />Commission this would be referred back to the Board of Zoning Appeals after the Plan <br />Commission looks at the finds of fact and the impact on the Master Use Plan. A motion <br />was made by Commissioner Logan with a second by Commissioner Berwick to refer this <br />back to the Board of Zoning Appeals. Motion carried 7-0. <br /> <br />Smith, Neubecker, & Associates presented a request for rezone for Dale Jessup on <br />Hadley Rd from Agric. to PUD R. This is a 90 acre piece of property on the south side of <br />Hadley Road. They intend to develop three separate neighborhoods each having different <br />size lots, prices, and look. The first is called Riverside with 77 units along the western <br />border, 2,000 sq. ft. minimum home, 30 ft. front yard, six foot on the side, ranging in <br />price from $251,000 to $350,000. Exterior will be of brick, stone, wood or plank, or <br />combination thereof. Waters Edge will be 75 units on 38.3 acres, minimum lot size .29 <br />acres, minimum house size 2800 square feet, 30 ft. front and 30 ft. rear setbacks, side 6 <br />ft., ranging in price from $351,000 and up. Same exterior finishes. Lakeview minimum <br />lot size is .24 acres, minimum house size is 1300 sq. ft. Setbacks are 30 ft. for front yard, <br />and range in price from $150,000 to $250,000.
