MOORESVILLE REDEVELOPMENT COMMISSION <br /> MINUTES <br /> THURSDAY, MARCH 4, 2004, 7:00 AM <br /> <br />The Mooresville Redevelopment Commission met on Thursday moming at 7:00 A. M. at <br />the Mooresville Town Hall. <br /> <br />Commission members present were: Brian Nelson, Dave Kollmeyer, Jim Ransom, Mike <br />Haskins, and Jim Ellis. No members were absent. <br /> <br />Chairman Brian Nelson called the meeting to order and asked everyone to review the <br />contract submitted by Mike Shaver, Wabash Scientific. The cost of the original plan was <br />$7,500. The original plan was completed in 1990. <br /> <br />Mike Shaver told the commission what he would like to do is give them a plan that has <br />the old plan wording in it plus the 2004 amendments. When someone comes in three <br />years later and asks what was changed they will be able to read one plan that clearly says <br />it includes the 2004 amendment but they could read down each section and see what was <br />changed. He anticipates three to five meeting with members of other boards and he <br />thinks most of the focus will be on each project the Town Council set out in their letter to <br />the Redevelopment Commission. (See attached). Mr. Shaver told the commission that <br />Jason Sempler and Lauren Matthes would have to work on the financial aspect of the <br />projects. Mr. Shaver wants to make sure when TIF money is used to do something like a <br />sewer expansion the plan states correctly how this effects the area outside the TIF area. <br />Attomey Tim Currens stated the law had been changed and he did not see a problem with <br />money spent outside the area where it is going to benefit the whole. <br /> <br /> Two reasons to expand the boundaries: First to capture more tax increment and the <br /> second would be to spread the benefit to a larger area. <br /> <br /> The contract amount is a lump sum of $10,000. If the $10,000 is expended/and more <br /> expertise and more meetings are needed to finish the scope, there will be no extra cost; if <br /> more meetings are needed to revise the scope then there will be an extra charge, a second <br /> negotiation. For the $10,000, three meetings will be held between Mike Shaver and <br /> Depart Heads, Town Council, and Redevelopment Commission to collect the findings, <br /> then a public presentation of findings, a public heating, a presentation to the Town <br /> Council, and then the final documentation. If more meetings are needed, or there is a <br /> public outcry, a decision will be made on extra cost. A meeting with the plan <br /> commission is also required only if they are changing the boundaries. Mr. Shaver will <br /> add an item 4A to include a presentation to the plan commission. Helen Humes <br /> suggested that under gl the Mooresville School District be included. Mr. Shaver told the <br /> commission he had found no bond council he had worked with in the past thirteen or <br /> fourteen years that could tell him why school projects could not be added. There is a <br /> statute that outline where TIF revenues could be spent and the issue is because the school <br /> district is a separate taxing entity they may be excluded because of this.
