MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />FRIDAY, JANUARY 21, 2005, 7:00 A. M. <br />The Mooresville Redevelopment Commission met on Friday, January 21, 2005, at 7:00 <br />A. M. at the Mooresville Town Hall. <br />Commission members present were: Brian Nelson, Jim Ellis, Mike Haskins, and Helen <br />Humes. Commission member Jim Ransome was absent. Attorney Tim Currens was <br />present. <br />A motion was made by Commissioner Ellis with a second by Commissioner Haskins to <br />nominate Brian Nelson for President. Motion carried 4 -0. <br />A motion was made by Commissioner Haskins with a second by Commissioner Ellis <br />to nominate Jim Ransome for Vice President. Motion carried 4 -0. <br />A motion was made by Commissioner Ellis with a second by Commissioner Nelson to <br />nominate Helen Humes for Secretary. Motion carried 3 -0. <br />A motion was made by Commissioner Haskins with a second by Commissioner Ellis to <br />approve the minutes of November 30, 2004. Motion carried 4 -0. <br />A motion was made by Commissioner Ellis with a second by Commissioner Humes to <br />approve the minutes of December 20, 2004. Motion carried 4 -0. <br />John Taylor, Morgan County Economic Development Corporation, displayed a layout of <br />the Pac More building on the property. The rail runs from North to South and to put in a <br />switch farther north would require purchasing some of the Field's property. A seventy - <br />foot wide by five hundred foot long easement is needed. This would change the bid from <br />Force Construction from $3,200 to $4,200, the bid from Tri States would stand at $5,580 <br />and the bid from Holloway Engineering would not change since he had included a range <br />of cost. The bids were originally done with the switch coming in directly to the Davee <br />property. Pac More prefers Holloway to do the work because he is local. Mr. Taylor told <br />the commission the Field's family needed some incentive in order to sell enough property <br />for the easement. The ideal would be to bring the switch down to the end of Field's <br />property to give the opportunity to service the Field's property. The railroad would like <br />us to have a clearing switch. John said he needed to get design and drawings first and <br />then give them to Mark Mathis, realtor of Fields, to go to them to try to get the easement. <br />Mr. Mathis has approached them already and they wanted to know what value they <br />would receive. Brian Nelson said, so the risk the redevelopment commission is running <br />is paying for the design. Mr. Taylor said he wants to make sure the switch will work <br />back on the Field's property before he can go to them and say we can serve both <br />properties. He doesn't want to make a promise and then for whatever reason it can be <br />done. Either way we are going to need to design something to access this property for <br />
