M. at the Mooresville Town Hall.

Council members present were Town Council President Mark Mathis,
Vice President Andy Pygman, Toby Dolen, Jim Hensley, and Bill
Wright.

Motion was made by Bill Wright, second by Jim Hensley to approve
the minutes of the June 17, 1996 meeting. Motion carried
unanimously.

Randy Allen appeared before the Town Council requesting permission
for the Lions Club to block off East South Street for Old Settlers.
Last year there were problems with double parking on East South
Street and the Lions Club would like to post No Parking signs from
the barricade to S. Madison Street.

Motion was made by Jim Hensley, second by Andy Pygman to approve
the Lions Club requests. Motion carried unanimously.

Cheryl Howell, 101E. County Line Rd. appeared before the Council
to question the possibility of water lines being installed on
County Line Road. She stated sewer lines were installed in 1987
and thought the town would eventually bring water lines along the
Road also. Town Attorney Tim Currens explained for the Town to
install water lines would not be possible because the Town of
Mooresville does not own the water utility.

Mildred Casey, 401Northfield Dr. appeared before the Council with
complaints concerning the new intersection design at Indianapolis
Rd. and Old St. Rd 67. Semis are having problems turning and
traffic is still backing up over the railroad tracks. She asked
if petition would be needed to change this intersection again.
After much discussion Town Council President Mark Mathis stated
the Council would take a look at the intersection and if the
Council feels strongly the Town needs to do something else with the
intersection then the Town will.

Marvin "Shorty' Bain, 26 West South Street appeared before the Town
Council to request the Town to repair his basement and ~ru~bi~g
foundation. Eighteen (18) years ago a plugged sewer line pushed up
and broke apart his basement floor, causing it to rise and fall
each time it rains. Now an added problem of a bad odor causes the
whole house to smell so bad they have to go outside to eat.
Council President Mathis instructed Building Inspector Joe Beikman
to evaluate the repairs needed and get costs and promised Shorty
the Town would fix the basement floor.
