~ember 16, 1996 <br /> <br /> The Mooresville Town Council met in a regular scheduled <br />meeting on Thursday, September 5, 1996 at 7:30 p.m. at the <br />Mooresville Town Hall, 26 S. 5ndiana Street, Mooresvil!e. <br /> <br /> Council members present were Council President Mark Mathis, <br />Vice-President Andy Pygman~ James Hensley,"Wil!iam wright and <br />Tobv Dolen. Motion~ wa~ made by Cbuncilman ~'D~d. sec.p~.by <br />-~0u;nC~tm.an wright ~t9 Dccept the minutes of the previous meeting. <br /> <br /> Mr. & Mrs. David Brown residing at 380 Landersdale Road, <br />Mooresville (Madison Township) appeared before the Council to <br />request permission to connect to the Town of Mooresvitle Sanitary <br />Sewer System that already exists in front of their property. <br />After much discussion Councilman Hensley made the motion to let <br />the Browns connect to the sewer system after signing a contract <br />with the Town agreeing to not oppose an annexation into the <br />Town if ever asked. Hensley proposed letting them pay the hook <br />on fees~ any attorney fees and the installation of their sewer <br />line. Counciln~an Wright seconded the motion. Motion passed <br />5 - 0. <br /> <br /> Steve Overton of the Morgan County Economic Corporation <br />appeared before the Council proposing that the Town enter into <br />a contract with them to hire an Econo,mic Development Director <br />for the county. They requested the Town of Mooresville to pay <br />approximately $25,000.00 per year to enable them to hire and <br />operated an EDC Office for the county. Mr. Overton still needed <br />to present this option to Martinsville, but wanted to inform the <br />Town of the direction the Morgan County Economic Corporation <br />wanted to go. Mr. Overton also stated that if Mooresville did <br />not participate in this contract that there would not be the <br /> funds to have an Economic Development Director for the county. <br />After much discussion the Council moved to research and define <br /> some of the technicalities of the idea. <br /> <br /> Mr. Jack McGuire, property owner at 310 Indianapolis Road, <br />came before the Council requesting his sewer billing to be <br />altered because some of his units in the building were empty or <br />more than one ~'~nit being rented by one tennant. The Council <br />informed Mr. McGuire that the billing was in accordance to our <br />Ordinance and that there would be no deviation from that Ordinance. <br /> <br /> Mr. Dick Larr representing CoreSource appeared before the <br /> Council concerning the renewal of tke Life & Health insurance <br /> for the employees of the Tcwn. Based on the information given, <br /> Mr. Larr suggested to the Council to sign both policies in <br /> question in case the Fidelity Insurance could not carry us, but <br /> it would be a $9,000.00 savings to the Town to go with Fidelity. <br /> Councilman Hensley made a motion to sign both contracts, but to <br /> go with Fidelity if accepted. Councilman Wright seconded the <br /> motion. MotJ. on passed 5 - 0. <br /> <br /> Ross Hol~.,.o~ay' from Holloway & Associates appeared before <br /> the Council to request them tc set the availability fees for <br /> the Town Center Section III even though he did not have all <br /> the information as requested. Mr. Holloway proposed to set the <br /> availability fees ~ just forMarsh and collect from the other <br /> businesses as they apply for their building permits. It was <br /> determined that the availability fees for the Marsh store would <br /> be $11,880.00. Councilman Hensley made the motion to accept this <br /> amount as 'the availability fee and to collect the other availability <br /> fees as the businesses apply for their building permits. Council- <br /> man Dolen seconded the motion. Motion passed 5 - 0. <br /> <br /> The Town Council received complaints on two properties <br /> in Mooresville and found that they were in violation of the <br /> Town of Mooresville Ordinance 11-1984 regulating removal and <br /> rank vegetation. One location was 253 E. South Street and the <br /> second exists in Knightsbridge Subdivision, Lot 920. The Council <br /> asked the Clerk's office to write the necessary papers and have <br /> a uniformed MoOresville police officer deliver them to the land- <br /> owners. <br /> <br /> <br />
