353 <br /> Thc next regular scheduled Town Council meeting is Tuesday, April 15, 1997 at 7:30 P.M. at the <br /> Mooreswille Town Hall. <br /> <br /> ATTEST: <br /> Clerk Treasurer a <br /> <br /> Thc Moorcsvillc Town Council met in regular session (m Tuesday, April 15, 1997, at 7:30 P. M. <br /> at thc Mooresvillc Town Hall. <br /> <br /> Members present were: Town Council President Mark Matlfis, ~'own Council Vice-President <br /> /mdy Pygman, Bill Wright, Jim Itcnsley, and Toby Dolcn. No n:cmbers were absent. <br /> <br />Councilman Toby Dolen made a motion, seconded by Councihnan An0y Pygman to approve thc <br />minutes of thc April 1, 1997 Town Council meeting. Motion canied um~nimously. <br /> <br />A discussion was held of Ordinance #5, 1997, regulating parking and par ';k/ng tickets witlfin the <br />Civil Town. One particular feature discussed was the change of 12 feet of'yellow paint from thc <br />intersection to 30 feet of paint. President Matlfis expressed he would like to sec prc-~aarked f'mes <br />on a ticket as much as was possible. Motion was made by Councilman Pygman, second by <br />Councilman Wright to approve the First Reading and also approve the passing of Ordinance # 5, <br />1997, Regulating Parking and Parking Tickets. Motion carried unanhnously. <br /> <br />Council Vice-President Pygman gave a report on the West Central Solid Waste District Board. <br />Morgan County has four (4) members on thc Board. Tiffs board would like to sec a waste site ht <br />each town in thc county. The price for thc site would be $8,600.00, $5,000 to start thc site and <br />$3,600.00 to hire a group of people to watch over thc site, paying $7.00 per hour. Thc Town <br />Council members expressed a desire to see an accounting of money from thc West Central Solid <br />Waste District Board. <br /> <br />Town attorney, Tim Currcns asked the Council if they want thc appraisal company recommended <br />by Hadley, Cook, and Quillen to do thc appraisal of the Town's property. After a discussion of an <br />appraisal really being needed, some members expressed probably there was a need due to all thc <br />remodeling that has been completed. Town Council President Mathis stated hc would call thc <br />appraisal company and find out approximately just how much the total cost will be. <br /> <br />Fire Chief Les Farmer announced the Fire Safety House will be aniving on April 26, 1997 <br />between 8:00 and 10:00 A. M. <br /> <br />President Mathis asked thc Council about the appropriating of money from thc Local Roads and <br />Streets Fund to complete thc needed paving of streets, roads, and putting in sidewalks. After <br />discussion in which Councilman Dolcn stated Sh'cct Commissioner Joe Bcikman and Councilman <br />Dolen toured Moorcsvillc and listed the streets, alleys, roads, and sidewalks needing repair, a <br />motion was made by Councilman Hensley, second by Councilman Dolen to advertise for thc <br />approriation of fifty-thousand dollars ($50,000.00) in thc Local Roads and Streets Fund with the <br />understanding the Council knows what money is spent on each item. Motion carried 5-0. This <br />will be voted on at thc May 6, 1997 meeting of the Town Council. <br /> <br />EDC Director, Harold Gutzwillcr reported a packet had been sent to the State for a request for a <br />new site, two local business had approached lfim concerning expansion, and he is currently <br />meeting with other existing businesses. <br /> <br />Mark Taylor, animal control oftlicer, reported eighteen (18)calls, tlu'ee (3)impounded, and two <br /> <br /> <br />
