<br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, DECEMBER 16, 2004 <br />FOLLOWING THE BZA MEETING <br /> <br />The Mooresville Plan Commission met on Thursday, December 16, 2004, following the Board of <br />Zoning Appeals meeting. <br /> <br />Commission members present were: Chairman Mike Young, Chris Crouch, Jim Bruner, Troy <br />Bryant, Robert Corbin, Robert Williamson, John Ehrhart, and Charles McGuire. Commission <br />member absent was Tim Bennett. Town Attorney Tim Currens was present. <br /> <br />Motion was made by Commissioner Bryant, second by Commissioner Bruner, to approve the <br />minutes of the November 18th meeting as corrected. Motion carried 8-0. <br /> <br />First on the agenda was Holloway Engineering, representing Charles Patton, 330 Bolton Avenue, <br />requesting a rezone from I-I to R-3 requested continuance. Motion for a continuance was made <br />by Commissioner Bryant, second by Commissioner Bruner. Motion carried 8-0. <br /> <br />Chairman Young noted that Juanita Alumbaugh, 66 E Main St., from the BZA meeting would be <br />added to the Plan Commission agenda. <br /> <br />Next the Commissioner discussed the language ofthe sewer field site Ordinance from the last <br />meeting. Commissioner Crouch said it stated that all septic systems in the Mooresville buffer <br />are required to have perimeter drains and it should have stated if required. He said it read they <br />were making it mandatory and there are a few septic fields that do not require a perimeter drain. <br />Mr. Currens said it actually said is all perimeter drains outlets must be shown and included in the <br />easement area, which means if there are perimeter drains they must be shown. He said they are <br />not required, but they must be shown. Mr. Holloway said the only way you can get site <br />approval is with a permit from the Board of Health. So Mr. Currens said we should clarify this <br />with the Board of Health. Mr. Currens will bring this back to the next meeting. <br /> <br />Next was Holloway Engineering representing E & F Realty Co, corner of Old State Road 67 and <br />State Road 67, requesting a Rezone from Ag. to PUD E. Mr. Holloway said this was known as <br />the Mendenhall property located north ofMarleywoods Addition, east of White Lick Creek, and <br />south of old State Road 67 and the railroad. He said they had vicinity map ofthe ajoiners and <br />the current zoning that is required by the tech review committee items. He said they had a meet <br />and greet community meeting at the Grace Missionary Church and they invited them to tonight's <br />meeting and they received some good comments. The basis of this project for a PUD E is that it <br />is broken up into four distinct areas, one area is commercial to show they have adequate room for <br />parking and to make it clear for the record that this is area that could be divided into individual <br />lots, the largest portion will be for the assisted living and nursing home area, the next section is a <br />four unit condominium area, which will be ten all brick buildings with two car garages, and the <br />last part will be independent assisted living areas. All the roadway system will be private, <br />privately maintained and built to Mooresville specifications. The sidewalks will be three feet <br />wide on each side of the street. The commercial areas will not have access to the entrance <br />
