The lake will be built <br />below the grade of the existing area so there should not be a problem getting the permit for the <br />flood plain area. They understand they will have to come to town for permission to be on the <br />town sanitation system and to Indiana American Water for service. They understand there is no <br />engineering reason why these services cannot be used. All storm water drainage will be <br />designed in compliance with the Mooresville drainage ordinance, with all documentation and <br />construction drawings. The condominiums will not be built until three of the four units are <br />sold. American Senior Communities have approximately twenty-six sites in the state. They <br />would like to start construction in the spring. <br /> <br />Commissioner Young asked if they had considered putting sidewalks to the commercial area and <br />Mr. Hollowy said they could include that. <br /> <br />Commissioner McGuire said he had visited a friend at Heartland Crossing and his biggest <br />concern was if you can not take care of yourself there, you have to go somewhere else. He <br />thinks this a good concept. <br /> <br />Commissioner Williamson said he doesn't feel this is the best development for this site because <br />this is the major entrance into Mooresville and was set aside for industrial and general business <br />purposes. What he sees here is rentals and condos with a nursing home and then we say this is <br />better because this is for seniors. Not necessarily, because you could get anyone here besides <br />semors. <br /> <br />Mr. Holloway stated that the residence of Marleywoods would not want to see a Wa1-Mart or <br />Target or something like that go in here. If you want something attractive he feels with the <br />amount of green space and the type of building they are constructing it will compliment <br />Mooresville. He stated the nursing home would employ approximately one hundred twenty <br />people and they would not be asking for tax abatement. <br /> <br />Commissioner Young asked what the slope of the lake would be and Mr. Holloway said it would <br />be 3 to 1 maybe 4 to 1 feet. <br /> <br />Wendell Trogdon, 452 Tulip Drive, said he thought this was a very nice project and would like <br />to see it here. <br /> <br />Commissioner Bryant asked if this was the first community like this that they have constructed? <br />Mr. Holloway said they have communities with Garden Homes with assisted living and nursing <br />home together, but none exactly like this with for sale sites. They will be opening one in <br />Noblesville exactly like this soon. Mr. Bryant asked ifthe lane coming off of old State Road 67 <br />would be full deceleration lane coming into the three entrances? Mr. Hollowy said there would <br />be a seventy-five foot taper on both right turns lanes in and a seventy-five foot taper out. <br /> <br />Motion was made by Commissioner Crouch, second by Commissioner McGuire, to recommend <br />to the Town Council to approve the application for rezone from Ag to PUD-E at Old State Road <br />67 and State Road 67. Motion carried 7-1 with Robert Williamson opposed. <br />
