~,~ <br />1 <br />1 <br />1 <br />June 19, 2007 <br />The Nlaoresville Town Council met in regular session on Tuesday, June 19, 2007; 6:30 <br />PM at the Mooresville Governxnent Center. <br />Council members present were: President TamWarthen, Mark Harris, John L. Clark, <br />Toby Dolen, and Eric Shields. No members were absent. Attorney Tim Currens was also <br />present. <br />David Johnson, Lifepoint Community Church, gave the prayer. <br />A motion was made by Councilman Clark with a second by Councilman Harris to <br />approve minutes from June 5, 2007 meeting. Motion carried 5-0. <br />Paving bids were opened: Globe Asphalt Paving Co <br />Wallace Construction <br />Grady Brothers, Inc. <br />Milling at $1.55 per square yard <br />Hard Surface at $66.75 per ton <br />Milling at $1.70 per square yard <br />Hard Surface at $46.0$ per ton <br />Intermediate Binder at $40.70 <br />per tan <br />Milling at $$3.60 per square yd. <br />1"main line milling $1.00 per <br />Per square yard <br />Hard Surface at $57.40 per ton <br />Intermediate Binder at $50.00 <br />Per ton <br />A motion was made by Councilman Clark with a second by Councilman Harris to table <br />to next meeting and check specs. Motion carried 5-0. <br />Judy Atwood, 721 Springrnill Drive, spoke to the Town Council about a drainage <br />problem in back of the houses an Springmill Drive. Terry Brack, Morgan Ca. Surveyor, <br />sent a letter to the Town Council about the drainage. Council President Worthen told <br />Mrs. Atwood that thru different standards the Town Council has to serve also as a <br />drainage board and have meetings far just drainage. Mr. Worthen told her an engineering <br />firm, Christopher & Burke, were reviewing this problem and the Town was paying their <br />fee. The Town chose to use this firm when they had to begin drainage reviews on new <br />construction. Mr. Worthen will keep Mr. Atwood informed. <br />Ross Holloway, Holloway. Engineering, presented a rezone for TOA, USA. The rezone <br />is far 8/1 Oths of an acre located on Bridge Street next Bridgemor and is from Agriculture <br />to R-3. This project was before the Plan Commission as a PUD Residential and the <br />Commission gave an unfavorable recommendation to the. Town Council. There is to be <br />one building of faun units. They have redesigned the condo units to better fit in with <br />surrounding homes and condos. The big item of contention was, if TOA didn't need <br />these units anymore, would they turn into rentals. Restrictions have been added to the <br />rezone such as: Landscape buffering on the west, north, and east sides, only TOA <br />employees and families will be housed in the units, a steel frame building that is <br />earthquake proof and will sustain winds up to 160 miles per hour, and since some of <br />TOA' S employees come over for four to six months at a time, TOA may not sell or <br />transfer this parcel until the BZA or Plan Commission holds a hearing on the sale. The <br />units are single story 1,000 square feet units, which do not include the square footage of <br />the one car garage, and wrapped almost entirely in a brick siding. They will work with <br />Bzidgemor to decide on type of screening they want. There will also be off street <br />parking. Mr. Holloway said that TOA was not using this as a rental property. The <br />construction of the units is different from the norm in Mooresville. It is manufactured in <br />Japan and shipped to United States. A motion was made by Councilman Clark with a <br />second by Councilman Dolen to approve the rezone with the restrictions from Agriculture <br />to R-3. Motion carried 5-0. <br />
