Tlie first item on the agenda was Dan Clark, of Universal Valuation Irxc., to discuss the appraisal <br />of the town buildings. His fin7i has had an ongoing relationship with the Town for <br />approximately 15 years. Their service provides the Town with replacement costs of their current <br />buildings for insurance purposes. They would represent the Town"s best interests in the event of <br />a loss. The Town has not updated since 2005 and the appraisals have to be updated at least every <br />other year. Their proposal includes ten buildings that would only require an update, because <br />their appraisals have not been longer than eight years ago. The fee to update those ten buildings <br />would be $495.00. They have also provided a list of five buildings that need a new appraisal due <br />to the age of their current appraisal. The fee to appraise those five buildings would. be $2,650.00 <br />($530.00 per building). I-lowever, Mr. Clark stated that if no changes have been made to those <br />buildings since they were last appraised, they could deduct $75.00 per building and just do a <br />limited scope appraisal, which means he would not transcribe another report. The Government <br />Center has not been appraised since before the remodeling was done and the update will require <br />same additional cast. If the Council chooses to have Universal Valuation to appraise the new <br />street garage, the cost would be $530.00 for that building as well. There have been expansions to <br />the Wastewater Treatment Plant, which Mr. Clark was not aware of, however he feels that the <br />expansion is recent enough that there should be adequate documentation to allow him to still do a <br />limited scope appraisal on that building also. Councilman Shields stated that he would prefer to <br />table the discussion and vote until Attorney, TimCurrens and President Worthen have had a <br />cltance to review the proposal. <br />A motion to table the issue of the proposal from Universal Valuations, Inc. was made by <br />Councilman Hams, second by Councilman Dolen. Motion carried 4-0. <br />Dan Clark stated that he would put together an addendum of what was discussed with updated <br />pricing and will provide it to the Town before the next meeting. <br />The next item on the agenda was the Springmill drainage issue. Judy Atwood. asked why the <br />Council is waiting on pre and past construction topography maps of the Springmill subdivision <br />from Clu-istopl~er Burke Engineering anal not that of Rooker Trace and Rooker Run. Councilman <br />Shields stated that he doesn't personally have any knowledge of the Council waiting on <br />something from C1u-istopher Burke. His understanding was that at this paint the Council is <br />waiting for the information from Banning Engineering and their sight evaluation to decide how <br />to move forward. Brian Haggard of Banning Engineering stated that they had been waiting for a <br />heavier rain to see the effect nn the drainage. "They were predicting heavy rains on Thursday, <br />October 18a' and they were plaiming to observe the area at that time. He also stated that he does <br />not believe that topography maps on Rooker'l"race exist. <br />Jane Schoon and Mary Jo Troxell, representing the local Ten O'Clock Line Chapter of <br />Daughters of the American Revolution, were present to ask the Council to proclaim October 20, <br />2007 as DAR Project Patriot Day. Project Patriot was established after the events of Sept. 11, <br />2001 to promote projects in support of America's service personnel in current conflicts abroad. <br />The current project is to provide aid to the wounded active duty military personnel at the <br />Landstuhl Regional Medical Center is Landstuhl, Germany. Our local chapter will be collecting <br />money at Kroger between 10:00 a.m. and 2:00 p.m. on October 20a'. The money will ga to pay <br />for phone cards for the wounded soldiers to call home. <br />A motion was made by Councilman Clark to approve the Proclamation, making October 20, <br />2007 DAR Project Patriot Day. Motion was second by Councilman Dolen. Motion carried 4-0. <br />Animal Control Officer, Mark Taylor, reported eighteen (l 8) calls, six (6) impounds and four (4) <br />returns. <br />A motion to approve the payment of claims was made by Councilman Clark, second by <br />Councilman Dolen. Motion carried 4-0. <br />'There being no further business to come before the Council at this time, a motion was made by <br />Councilman Dolen to adjourl~ the meeting.
