3 <br />A motion was made by Councilman Shields with a second by Councilman Harris to approve $23;700 from <br />CCI fund for mobile data terminals software package with Spillman Carp. for the Fire Department. <br />Motion carried 3-0. <br />Animal Control Officer, Mark Taylor,. reported thirteen (13) calls, eleven (11) impounds, and six (6) returns. <br />Wastewater reported buying a new truck and the 198$ truck that is being replaced is sitting and waiting on <br />the auction with the police cars next year. <br />The first council meeting in December will be v^ the first Thursday in December at the High School: The <br />exact time will be decided on at Council's November meeting on November 20t'', 2007. <br />A motion was made by Councilman Shields with a second by Councilman Hams to approve payment of <br />claims. Motion carried 3-0. <br />There being no further business to come before the council at this time a motion was made by Councilman <br />Shields with a second by Councilman Harris to adjourn the meeting. Perry, Clerk-Treasurer <br />`" Tam Worth n, Town Council President <br />November 20, 2007 <br />e Mooresville Town Council met in regular session on Tuesday, November 20, 2007, at 6:30 P: M. <br />at the Mooresville Government Center. <br />Town Council members present were: President Tom Worthen, Mark Harris, John L. Clark, Toby Dolen, and Eric <br />Shields. No members were absent. Town attorney Tim Currens was present. <br />Kelly Whitehurst, h'irst Christian Church, gave the prayer. <br />Motion was made by Councilman Shields with a second by Councilman Clark to approve the minutes of the last <br />Town Council meeting ofNovember 6, 2007. Motion carried 5-0. <br />Attorney Tim Currens reported he had talked with Dale Coons and Dale agreed to show him what he does have and set <br />up a meeting. Judy Atwood said she had received from Banning Engineering a topography map of Highway 67 & <br />144 to Springmill addition. Brian Haggard, Banning Eng., explained this was pre construction, an aerial <br />topography. It shows the elevations of ditch after it was constructed. Now they can compare then. to now. Pre- <br />construction of Springmill shows the pipe and upstream done in 1990, so they will try to track down who did the <br />drawings and aerials. Judy Atwood asked if the new council members would attend any meetings before they <br />came in to office anal if Mr. Beikman would be going with Tim Cunrens to the meeting that is to be set. The answer <br />was yes to both questions. <br />'c Shields commented he did not know how the council was going to be able to identify haw many property <br />vners were affected by Rooker addition, from the correspondence from some of the property owners. Attvnr~ey <br />Currens said he never suggested the Town was responsible, just trying to fmd the cause. <br />Attorney Currens said as he recalled the covenants were based on the property owners. He will look at the <br />covenants again. He is j ust trying to gather all information possible. <br />Councilman Shields said he had read thru the covenants several times and the issues are property owners. Judy <br />Atwood replied the cause was started way before the property owners put storage barns, etc. encroaching on <br />the drainage easement. <br />
