May 2, 2006 <br />The Mooresville Town Council met in regular session on Tuesday, May 2, 2006, at 6:30 <br />P. M. at the Mooresville Town Hall. <br />Troy Bryant John L. <br />Town Council members pr cSShi 1dse.No membe s were absent. Attorney Tim Currens <br />Clark, Toby Dolen, and En <br />was present. <br />Council President, Tom Worthen, gave the prayer. <br />A motion was made by Councilman Shields with a second by Councilman Clark to <br />approve minutes of April l8, 2006 council meeting. Motion carried 5-0, <br />Carolyn Robinson, West Central Solid Waste District, asked the council for permission to <br />hang a 30' X30' banner advertising Tox-Away Day at Martinsville High School on June <br />10, 2006 from 8 A. M. to 1:00 P. M. She will also need to contact IPL to use the light <br />poles. A passible site would be Morgan Street and North Indiana Street. Street <br />Superintendent Joe Beikman told the council this leusaah ac odes. o A motion was maade <br />Rule 13 because Carolyn would keep track of peop <br />by Councilman Clark with a second by Councilman Dolen to give permission far hanging <br />the banner with them working with IPL on location of banner. Motion carried 5-0 <br />John Taylor, Morgan County EDC, reported to the council there was only one other <br />abatement to approve. Signature Skylights was in substantial compliance with their <br />equipment abatement. Motion carried 5-0. <br />A motion was made by Councilman Clazk with a second by Councilman Dolen to <br />approve entering into a Health Insurance agreement with Sagamore Benefits Group to bid <br />on health insurance and third party administrators in compliance with the HIPPA law. <br />Motion carried 5-0. <br />Council President Worthen reported he had received a letter from the Morgan County <br />Board of Health asking for volunteers to help in case of an emergency. They were not <br />demanding or requiring, but asking for drivers, health care, people to give inoculations, <br />etc. A form will be included in May l6, 2006 payroll envelopes. <br />The council discussed a quote from Swinney Brothers to fix a drainage issue at the end of <br />Raesta Drive an a 70' cul de sac. The quote is $16,575.00. A motion was made by <br />Councilman Clark with a second by Councilman Dolen to approve a contract with <br />Swinney Brothers for this amount for this project. Motion carried 5-0. The project will <br />be paid from Food and Beverage Fund. <br />Pricing on curbs and asphalt for Harrison & South Streets: <br />East Harrison St. $74,255.00 <br />West South St. 76,997.00 <br />West Harrison to Monroe St. 52,046.00 <br />There could be some increases in overlay amount. <br />Council President Worthen told the council some of this falls under Streetscape and he <br />would like to approach the Redevelopment Commission. Council gave permission for <br />Councilman Worthen and Council President Worthen to approach the Redevelopment <br />Commission to do East Harrison Street this year and the Town doing West Harrison <br />Street this yeaz. Then next Year approach them to do East South Street and the Town <br />would do West South Street. <br />_..~ <br />Attorney Tim Currens will send a letter to the State concerning sidewalk repair on the <br />earner of West Main Street and South Indiana Street. <br />
