M. <br />Council members present were: President Tam Worthen, John L. Clark, Toby Dolen, and <br />Eric Shields. Council member Troy Bryant was absent. Town attorney Tim Currens was <br />present. <br />Council President Tam Worthen gave the prayer. <br />There were no minutes available to approve. The minutes from July 11th and l 8th will be <br />available for approval at the August 1, 2006 meeting. <br />First WWTP: Items 1 & 2 on the long term plan was completed at a cost of $2,469,000 <br />of which Redevelopment Coimnission helped with 27% of this cost. There were several <br />small changes throughout the project. $8,300 in changes was approved and Bowen was <br />given 21 extra days for completion. The Total changes ended up being $3,500 which <br />included the $8,300. The system is up and running and IDEM is very happy with our <br />compliance with the agreed order we are under. The ammonia levels are running very <br />good right now. The plant was running at l .1 to 1.9% capacity and now it is running at <br />5.4 to 5.7% capacity. They are hauling three times the amount of sludge on every trip <br />they now take. A motion was made by Councilman. Dolen and a second by Councilman <br />Shields to approve the Certificate of Completion form and approve the change order plus <br />approve payment to Bowen keeping $25,000 back for retainage. Motion carried 4-0. <br />Council President Worthen asked council for permission to enter into a contract with <br />Umbaugh to do a rate study for wastewater and to review the availability and hook-on <br />fees. There has not been a rate increase since 19$4. A motion was made by Councilman <br />Shields with a second by Councilman Dolen to give permission for Umbaugh to do the <br />rate study. Motion carried unanimously. <br />Next, Attorney Currens discussed the personnel policy with the Council. He had <br />received information from Brownsburg, Plainfield, Avon, Martinsville and Franklin <br />concerning their policy on being injured on duty and off duty. The different policies <br />were so far across the board. Some of the sample policies gave length of time off for <br />police or fire hurt on duty would be from 30 days to a year all the way to being off a <br />certain period of time and then go tv the pension board. The council needs to decide if <br />they wish to cover all ar just civilians with Workmen's Comp. Council President <br />~r~ <br />
