Councilman Bryant said that trucks should be kept on State Roads because INDOT had <br />said this and if we were allowing trucks on our other streets that it was the Town's <br />problem. Councilman Bryant did not feel they were changing a thing with this proposal. <br />Joe Beikman said instead of trucks using North Indiana Street they can shoat up Six <br />Points Road and go out to Highway 67. Councilman Bryant said he thought signage <br />should give the truck route as Highway 42, 67, 144, and 267 unless making deliveries. <br />Joe Beikman said so if a truck is coming in on High Street (Highway 42) and cuts across <br />Franklin Street is he in violation. Councilman Bryant said the truck can cut across if he is <br />making a delivery. Far example if Hopkins dump trucks cut across Franklin Street time <br />and time again they are not making deliveries but are using Franklin Street as a short cut. <br />Council President Worthen brought up Nice Pak trucks coming in off of Highway 267 <br />and going straight down Main Street. That is o.k. because they are making a delivery plus <br />they have a big Nice Pak sticker on the side of the cab Mark Harris said that trucks need <br />to be clearly marked. Martinsville has signage at all entrances into their city saying <br />trucks have to stay on State Highways unless making local deliveries. This item will be <br />tabled. Councilman Bryant will call Martinsville to see if they are satisfied with their <br />signage. <br />A discussion was held on speed limits on North Indiana Street and Carlisle Street in the <br />school zone area. Attorney Currens told the council when weighing the sidewalks and <br />number of students they might consider the time far a lower speed limit to be 6 A. M. to <br />4 or 6 P. M. A motion was made by Councilman Bryant with a second by Councilman <br />Clark to make North Indiana Street from Main Street to County Line 20 MPH. from G A. <br />M. to 6 P. M. and on Carlisle Street from Monroe Street to Maple Lane 20 MPH. from 6 <br />A. M. to 6 P. M. Motion carried 4-0. <br />A motion was made by Councilman Clark with a second by Councilman Dolen to put a <br />wood pole with a 250 watt bulb at no cost in at the Park entrance. Motion carried 4-0. <br />Yearly Review on Tax Abatements- Councilman President Worthen told the council he <br />wanted to make one comment on Equipment Technologies employment level. He talked <br />to Matt Hayes and at one time they were above 50 employees and producing 96 units. <br />They are at 28 employees now and have started the process of hiring. They won't come <br />_ close to 50 employees this year but they will be producing 228 units. Technology has <br />come along and they can produce more efficiently. He told the council he felt better <br />about their abatement after talking with Mr. Hayes. A motion was made by Councilman <br />Clark with a second by Councilman Dolen to approve all abatements on the attached <br />report. Motion carried 4-0. <br />A motion was made by Councilman Clark with a second by Councilman Dolen to <br />transfer funds from General and MVfI department budgets to the Self Funded Health <br />Insurance Fund in the amount of $807,248.00, Resolution #3, 2005. Motion carried 4-0. <br />A motion was made by Councilman Dolen with a second by Councilman Clark to <br />transfer $150,000.00 from Wastewater Operating to Wastewater Improvement Fund. <br />Motion canned 4-0. <br />Council President Worthen told the council since the Chamber of Commerce had moved <br />to another building should we buy a membership. In the past we did not buy a <br />membership because the Town supplied the office space, electricity, phone service, heat, <br />etc. Councilman Bryant made the comment we do way too much to bolster business, <br />referring in part to the tax abatements and bringing new business to Town, which in turn <br />makes money for the Chamber. This item is tabled to May 17, 2005 meeting. <br />Councilman Clark had a complaint from Johnny Gibson about junk cars on Indianapolis <br />Road behind where Turley had a gas station. This is a plan commission complaint. Joe <br />Beikman will look at it. <br />Dennis Knierim, Mooresville Police Commission, requested permission to hire a 22"d <br />officer. He said it had been three years since the 2l st officer was approved. For the last <br />two years they have been running with 20 officers because John Forbes was on active <br />duty from February 2003 to March 2004 and is now on active duty since September 2004 <br />until probably April of 20UG in Iraq. Mr. Knierim told the council that Forbe's salary <br />could pay for the new officer this year and then we would have to include the new <br />~~ <br />
