Kevin. Schultheis asked Councilman Shields about the roundabouts in the Villages of <br />West Clay and if he saw a problem with getting the aerial around them. Councilman <br />Shields said he did not think it would be a problem. Mr. Holloway said the roundabout <br />in this development is a 55 foot radius which is highway standard. Councilman Warthen <br />asked Councilman Shields if he saw a problem and Councilman Shields said he wasn't <br />going to speak for the Fixe Department here because he was not familiar with it. lle said <br />he just knows if there is a way it can be done or has to be done it will get done. His only <br />main concern was the alleys as they would be harder to get to, but that decision would be <br />made at the Cime of a fir'e_ Mr. Holloway said with the lots only 120 feet deep they could <br />park in the street and reach with the aerial. A motion was made by Councilman Clark <br />with a second by Councilman Dolen to approve the rezone from Agriculture to PUD-E. <br />Motion carried 5-0. <br />Wayne Croney appeared before the council. to request the use of the Methodist Church <br />auditorium for after schvol KARE program. The hours would be Monday thru Friday <br />from 1:00 P.M. to 9:00 P.M. They want to provide a place where children could come to <br />for a safe place and help of all kinds. He has been speaking to I. U. about a rnentoring <br />program. They could play one-half court basketball and they z~re going to set up games <br />on TV's for the kids. The computers for doing homework have been donated to KARE <br />along with the furniture. We are a board of nine people. Councilman Bryant asked if <br />they were interested in buying the entire building. Mr. Croney said they wouldn't like to <br />buy the building just the Town donate the use of the building. Councilman Dolen said <br />this was something that was going to have to wait further down the .road. Mr. Croney <br />asked if five to six months was the time period in which the building would be finished <br />with the renovation. The council said no, a lot longer than that. Councilman Warthen <br />said Chore was no heating or cooling in the building as of yet. The council. has looked at <br />renovating the church as the Town can afford to do so. We are not going to jump in and <br />renovate at one time and we could be looking to as long as three tv five years down the <br />road before completion. Mr. Croney asked if the council would consider KARE getting <br />the heat aztd air done and do the renvvation for that area. Councilman Warthen said we <br />are going to do correctly the electricity, heat, azld air. There will be crews working on <br />this. Councilman Dolen told him he might check with the library because they are <br />building a larger library and might have something available. <br />Councilman Warthen reported to the council the quotes from the engineering firms were <br />in for the Ray Young Addition. He wants legal counsel to review and give his approval <br />or changes. 1 _ Lewis Ezagineeriug $ 9,200.00 <br />2. Banzung Engineering not to exceed $10,500.00 <br />3. Holloway Engineering not to exceed $ 7,OOO.U0 <br />Councilman Bryant asked Councilman Warthen for an update on Boyd Heights. <br />Councilman Warthen asked Joe Beikman if the plans had been sent to the State for <br />approval. Joe Beikman answered No, what are we doing on it? Councilman Bryant said <br />we are doing Meadow Lane. Joe Beikman said no one had said what we were doing. <br />Councilman Bryant said yes, we have, we are going up Meadow Lane, enough people <br />have signed for annexativn, we are going to stub out for an option to go to Highway 144 <br />if we can get enough people there to agree to annexation. That was decided in August <br />and those plans came back at the end of December so we need to be filing the plans with <br />the State. Joe Beikman said he had not heard that everyone had agreed to hook on. <br />Councilman Bryant said we have everyone on Meadow Lane. He said this main drag was <br />all he was concerned about at this time and the people on Highway 144 was a dead issue <br />unless they walked in this room once we break ground and every one of them say they <br />" want to hovk on. Joe Beikman said he could send the plans to the State for approval. <br />Comprehensive Plan-President Warthen told the council Councilman Bryant had attended <br />several committee meetings tv revise the plan. There were two specific changes. One <br />was in the East District that includes all areas east of State Road 57 corridor and extends <br />to the eastern boundary of the planning area. Specifically this is State Road 144 ouC to <br />the end of our area. The paragraph says limited access makes the flat gently rolling land <br />best suited for continued low-density residential development. Under certain conditions <br />some higher uses may be considered consistent with the goals of the plan for. some tracts <br />of land alvng St. Rd_ 144 where a large tract of land can be developed as a planned unit <br />_and if adequate access to utilities and buffering are provided higher density residential or <br />~~~ <br />
