There was discussion. about Interstate 69 going down <br />Highway 37 and comments were made to the affect that at some point everything from 67 <br />to 37 would no longer be residential and would be all business. Councilman Bryant said <br />it would only happen if you let it happen and he thought that with the investment these <br />people have in their homes along here and the spotty business areas from 5 Points to <br />Mooresville. His feeling is the paragraph should stop with low-density residential <br />development and strike the rest of the paragraph. He thinks by allowing the paragraph to <br />stay as it is the door is open to get some sort of strip mall or high density residential and <br />would be in contrast to what is in the area currently. President Worthen said by ending <br />the paragraph where Councilman .Bryant is suggesting it doesn't mean that Holloway or <br />Banning or whomever couldn't come in and apply for a high density PUD, but it also <br />gives a cushion to be able to say the comprehensive plan calls for low density housing. <br />Councilman Bryant said the other paragraph concerning the west district and saying the <br />exact same thing. The west district area is St. Rd. 42 west of Town to the end of our <br />planning area. This area is the land from the western end of the planning area to White <br />Lick Creek and the southern part of Highway 67 corridor. It is largely open space used <br />primarily for agriculture purposes and scattered residential development. The final <br />paragraph is the one Councilman Bryant would like to see deleted. Under certain <br />conditions some higher uses m<iy be consistent with the goals of the plan for some tracts <br />of land clang St. Rd. 42 where a large tract of land may be developed as planned unit. <br />Councilman Bryant said he thought they should do everything to protect the open farm <br />ground atld low-density residential as well as trying to keep any large retail development <br />coming into that area. Councilman Shields asked Councilman B ~ how long this <br />particular doe:ument had been in place. Councilman o~rti the Plan <br />Camn~ission began working ora this plan well. over a year ago. The first Comprehensive <br />Plan was written in 1992 or 1993. Councilman Shields asked why these two paragraphs <br />were written in this plan. Councilman Bryant said to leave these areas open .for a <br />developer that wants to come .in and put inhigh-density residential or business. <br />Councilman Bryant said he thought striking the paragraph concerned with Highway 144 <br />would be a protection to the property owners living there when I-69 goes down Highway <br />37. He said if an engineering company comes into the Plan Conurnission for a request for <br />business or high-density residential and the commission thought it would be .hindering the <br />growth of Mooresville the Plan Conunission could renew the plan at that time..Ross <br />Holloway said the comprehensive plan should be looked at every five years. Councilman <br />Shields asked if these two paragraphs were in the original plan. Councilman Bryant <br />looked thru the original plan and said it looked like they were not in there to begin with. <br />Councilman Bryant said he did. riot want to see a large strip mall stuck out in the west <br />district. Councilman Shields asked if a portion of the plan could be writteta for wlaat the <br />Town wants later. Councilman Bryant said this plan could be addressed and re-written at <br />any time thru the Plan Com.rnission. The re-zoning ordinance is being addressed now and <br />maybe when that is completed there may be sections of this plan that needs to be re- <br />addressed. <br />Council President Worthen said the west district pretty much mirrors what they havetn <br />the plan now, l guess my concern is if we t11ce it out completely he does not feel they axe <br />saying you cannot apply, cannot come in for a PUD. He said he did not know what <br />would stop a developer from trying to set a PUD in this area even if it was not listed in <br />the plan. However, in 1993 they felt compelled to add that to it. He said he either <br />wanted to strike both of those areas or the area ita the west district as written and mirror <br />this in the east district. Councilman Bryant said, so what it would say is under certain <br />conditions some higher uses may be consistent with the goals of the plan far some tracts <br />of land along St. Rd. 42 or .1.44 where a large tract of land could be developed as a PUD. <br />Councilman Bryant disagreed with this. He did not see what being more conservative <br />was going to hurt. A motion was trade to appxove President Warthen's woxding fox the <br />changes to the :plan by Councilman Dolen with a second to the motion from Councilman <br />
