~i„7 <br />This appointment for Dave Kollmeyer's seat is a whole council <br />appointment and Council President Warthen told council members <br />any of them could bring in suggestions for a replacement. <br />Council President"Warthen and Councilman Bryant told the council <br />they had come up with a possible job description far the Utility <br />and Storm Water Department Supervisor. They would like input <br />concerning this description from the other council members and <br />want approval of job description at the April 20, 2004 council <br />meeting. <br />Thex'e being no further business to come before the council <br />at this time, a motion was made by Councilman Dalen with a <br />second by Councilman Clark to adjourn the meeting. Motion <br />carried 5-0. <br />The next regular scheduled meeting of the Mooresville Town <br />Council is Tuesday, April 20, 2004, at 6:30 P. M. M. at the <br />Mooresville Town Hall. <br />_ Council members present were: President '1'om Warthen, Troy Bryant, John L_ Clark, <br />Toby Dolen, and Eric Shields- Attorney Tim Currens was also present. No members <br />were absent. <br />Jeremy Towne from the Mooresville Church of God gave the prayer. <br />A motion was made by Councilman Clark with a second by. Councilman Dolen to <br />approve the minutes of Apri16, 2004. Motion carried 5-0. <br />First on the agenda was the Ray Young Addition annexation and wastewater lines. <br />Attorney Currens said that statute 36-4-3-5 stated petitions where over 51% of the <br />landowners were in favor that would be considered voluntary annexation and we have <br />over Sl%. Mr_ Carson said he was in favor of annexation if the sanitary lines went down <br />the casement. Mr. Kays said going down the easement would be more expensive than <br />going down the back of the homes. A motion was made by Councilman Dolen with a <br />second by Councilman Clark to proceed with the statutory procedure for annexation of <br />the Ray Young Addition- Motion carried 5-0. Attorney Currens said first the Fiscal Plan <br />and Ordinance would be at the May 4, 2004 meeting. Then we have to set a hearing for <br />sixty days from this and written notice of hearing twenty days before the hearing. <br />Three bids for engineering on this project were received and are as follows: <br />Lewis Engineering $9, 200 lump sum of $1S0 for each <br /> Written easement <br />Banning Engineering $10,500 including IDEM filing and <br /> Written easements <br />Holloway Engineering $7,000 including IDEM f ling and <br /> written easements <br />A motion was .made by Councilman Clark with a second by Councilman Bryant to accept <br />Che Holloway Engineering bid, as it was the lowest bid. Motion carried 5-U. <br />Jamie Fannon, Steven Terrell BeneCt, was a no show. <br />
