Swinney Brothers had told him <br />he would have to bore under Highway #144 and use a 6-inch pipe for a one building site. <br />Joe Beikman, Building Inspector, said if he were building more than one single residence <br />he would need to use an 8-inch pipe. There is not contiguity for annexation as of yet. <br />Council President Worthen set down the following conditions: an 8 inch pipe to the <br />main, a $2,000 fee paid for each lot, sign a letter of annexation once we have contiguity <br />to the property. A motion was made by Councilman Clark and a second by Councilman <br />Bryant to grant the request. Motion carried 5-0. <br />Boyd Heights---The Town does not have construction easements fvr Phase 1 and 2 but <br />they will have by the end of this week. There are no pre-existing construction easements, <br />there are easements between the back yards but they are not wide enough. Town attorney <br />Tim Currens told the council they needed to get easements for both phases in the <br />beginning. Perry Excavating informed the council his bid included the same items as the <br />bid by Swinney Brothers. <br />Storm Water Ordinance-The language had been changed for the Fnal draft, which <br />included one hour instead of two hours for review and not to exceed $200 per hour. <br />Council President Worthen reported to the council the ordinance now gave a very defined <br />warding of the fees. A motion was made by Councilman Shields with a second by <br />Councilman Dolen to approve Storm Water Ordinance #l 0, 2004. Motion carried 5-0. <br />The fee portion of the ordinance will be published. A motion was made by Councilman <br />Dolen with a second by Councilman Clark to approve the Storm Water Design Manual. <br />Motion carried 5-0. <br />A motion was made by Councilman Dolen, with a second by Councilman Bryant to <br />approve Edit Revenue Use Fund Ordinance #11, 2004 for edit tax distributions the Town <br />will be receiving beginning in 2005 with the money to be used for sewer improvements, <br />fire station improvements, and Wastewater Treatment Plant expansion. Motion carried 5- <br />0. <br />Councilman Clark presented a bid he had received to fill-in a section of the cemetery so <br />approximately 200 more lots could be sold. This section is located on the right after you <br />go over the bridge. Attorney Currens told the council they would need to get permission <br />from DNR to fill in this area. Ed Bucker, Cemetery Sexton, told. the council that Ross <br />Holloway had expressed they would not need an approval from DNR. Attorney Currens <br />said he would get with Ross Holloway and this item would be tabled until after they had <br />met. <br />Councilman Shields asked if the council communicated with the Police Commission or <br />the Police Chief. Police Commissioner, Dennis Knierim, told Councilman Shields they <br />should probably go thru the Police Chief. <br />A motion was made by Councilman Clark with a second by Councilman Dolen to award <br />the bid to Spohn Co_ for $92,000 for new windows at the Methodist Church. Motion <br />carried 5-0. <br />. The Heating and Air quotes will be at the June 1, 2004 meeting. <br />Animal Control Officer, Mark Taylor, reported twenty-two (22) calls, five (5) impounds, <br />and three (3) returns. <br />Council President Worthen announced the "Spring Cleanup" project went very well. <br />Fifty-nine appliances were brought to the NuGenesis truck and three thirty-foot roll-offs <br />and two twenty-foot roll-offs were filled with trash. The roll-offs were donated by Bob <br />Miller of Ray's Trash. <br />
