<br />This meeting is a public hearing for the annexatiozt of the Ray Young Addition. Tim <br />Currens explained the fiscal plan and the need for the council to make a finding that the <br />Town of Mooresville has the ability to provide services for sewer to the Ray Young <br />Subdivision. A motion was made by Councilman Clark with a second by Councilman <br />Bryant to approve the Fiscal Plan and make that finding of fact. Motion carried 4w0. <br />A motion was made by Councilman Dolen with a second by Councilman Clark to <br />approve Ordinance #9, 2004 annexing the Ray Young Subdivision. Motion carried 4-0. <br />Miranda Barger with a complaint on the Alarm sounding at 5:00 P. M. dad not appear. <br />Don Barry, American Legion, did not appear but had requested the normal parade route <br />for Old Settlers on Sunday, August S, 2004 at 2:00 P. M. He had already contacted to the <br />Police Department. A motion was made by Councilman Clark with a second by _ <br />Councilman Dolen to approve closing of streets for the parade. Motion carried 4-0: <br />Lawrence Carter, 211 Wheeler Street, reported to the council he had contacted the <br />Town's insurance company and has started the process of looking into flooding in his <br />basement and around his home that had happened on July 9, 2004. He wants the storm <br />sewer 8-inch line replaced with a 14-inch line. He told the council he had $6,000 worth <br />of damage. Three sump pumps were inadequate to take care of the water. Councilman <br />Bryant asked about the debris along the railroad and asked, if it had been picked up yet. <br />The debris is still there, Councilman Bryant will contact the Town's insurance company <br />to see if they took pictures of the debris and the railroad needs co tatted t~see if they are <br />'~'~' e council he <br />going to pick up the debris or if the Town has to do that. Mr_ W~Zee~er tol t~i <br />was told by the Town's insurance company surface water was not covered. Council <br />President Warthen will call the Insurance Co. The water came in from Wheeler Street. <br />Mr. Carter said Taylor Street had a 14-inch drain. Council President Warthen asked if <br />the Town could put in a larger pipe since this was in the railroad'sright-of way. Joe <br />Beikman answered permits would have to be obtained from the railroad. Councilman <br />,Bryant said that was not the issue, there is a complete lack of storm water ir~firastructnre <br />in the old part of Town and every Tvwn with old sections struggle with this. New <br />Subdivision. puC have 12 or 14-inch pipes. This needs to be addressed street by street, <br />neighborhood by neighborhood, to replace infrastructure. We need to come up with a <br />plan to fix this problem and riot do spotty fixes here and there. Council President <br />Warthen said he had talked with Councilman Bryant about taking section by section and <br />work towards addressing this problem. Councilman Bryant said at the time they talked <br />they had discussed taking a portion of this amount of Food and Beverage money and <br />coming up with a target amount of money and having Joe make out a five year <br />infrastructure improvement plan to address the storm water, curbs, sidewalks, etc. We <br />already have one on the sanitary sewer system. If we take that amount of money and <br />gauge whaC we could do over five years and then update it every year when we do <br />budgets. Mr. Carter is not the only one who had problems. Councilman Clark said when <br />you get live inches of water flooding is going to happen. Councilman Bryant said there <br />was no doubt about that. But, we have troubles with much, less rainfall. Councilman <br />Warthen told Mr. Carter this brings to light we need to do a proactive plan not a reactive <br />plan and we will see what we can do for your problem. <br />Next, Brent Callahan, Park & Recreation District requested $25,000 from Food & <br />Beverage Fund put towards a play tauter- A grant was received from Kendrick <br />Foundation for $100,000, $17,000 from their donation fund, $20,000 from theix Non <br />Reverting Capital Fund and $3,000 from Kappa Kappa Sigma. Counting their $15,000 <br />for labor and the $25,000 from Food and Beverage they would have a total of $180,000 <br />to begin construction this fall. A motion was made by Councilman Bryant with a second <br />by Councilman Clark to approve the request. Mahon carried 4-U. <br />Brent Callahan then requested $65,000 from Food & Beverage for paving of walking <br />trails in three different phases- The council has $140,000 (Young Subdivision), $325,000 <br />(2G7 Interceptor), and $75,000 (Boyd Heights) obligated out of Food and Beverage <br />Funds. A motion was made by Councilman Clark with a second from Councilman Dolan <br />to authorize expenditures up to $65,000 for paving of trails from Food & Beverage <br />Funds. Motion carried 4-0. <br />................ <br />
