L) Q <br />Councilman Bryant asked about the 267-interceptor project. Joe Beikrnan said he was <br />ready to advertise for bids. Councilman Bryant then asked about the Ray Young <br />Subdivision advertising. Mr. Beikman said he had plans and prints ready, but <br />construction easements needed to be obtained. Councilman Bryant said it would have <br />been nice to know this thirty minutes ago when some residents from Ray Young <br />Subdivision were present at the meeting. 1Vlr. Beikman said Holloway Engineering <br />contract stated their firm would obtain the easements. Councilman Bryant asked about <br />street cleanings because the engineer from Banning had said they needed to increase <br />street cleanings. Council President Warthen said no formal tame frame had been set as of <br />yet because they had been concentrating on cleaning out drains. <br />Councilman Bryant asked about setting up public meetings to work with the Department <br />Heads an their budgets. Council President Warthen said we could do three departments <br />on August 17`x' and three or four departments at the Preliminary Budget Hearing on <br />August 24, 2004. <br />Fire Chief, Los farmer, explained l~nox Rapid Entry Emergency Key Box System was <br />fox a fire alarm or sprinkler system in business buildings- A box is place on an outside <br />wall with an entry key. This ordinance presented tonight would be for new or remodeled <br />buildings after passage of the ordinance. The boxes are five inch square and can be put <br />very high up on the outside of the building. A motion was made Councilman Bryant with <br />a second by Councilman Clark. to approve Ordinance #14, 2004 at first reading. Motion <br />carried 4-0. <br />;~ <br />A motion was made by Councilman Clark with a second by Councilman Bryant to <br />approve Resolution #8, 2004 establishing a Court Pre-Trial Diversion Program User Fee <br />Fund. Motion carried 4-0. <br />A motion was made by Councilman Clark with a second by Councilman Dolen to <br />approve Capital Asset Policy. Motion carved 4-0. This policy includes value of streets, <br />sewer lines, storm sewer lines, buildings, and equipment. <br />A motion was made by Councilman Bryant with a second by Councilman Clark to <br />approve entering into an agreement with Labco Properties, LLC to put in monitoring <br />wells. Motion carried 4-0. <br />Councilman Bryant asked abort the Turner property at 39 East Main Street. He saw <br />where Mr. Turner had .requested same information on appraisals, minutes of Town <br />Council., etc. Attorney Currens said this was part of the discovery and has been taken <br />care of. Mr. Currens said he and the other attorney were cleaning up some other issues <br />they planned to address before the court. We are working towards telling the court they <br />were ready for a date to be set. <br />Councilman Bryant asked about the Ordinance on Weeds and Vegetation. He said the <br />ordinance in place now says the building inspector was to check on complaints and he <br />thought a police officer should do the enforcement. Town Council agreed to this. <br />Councilman Bryant asked if Perry Excavating Contract had been signed. The Town <br />Council needs to sign. the contract first, then Peru! Excavating. Attorney Currens had the <br />contract to be signed. Council President Warthen said the contract stated born work to be <br />at $2,500 and it listed Phase 1 and Phase 1A. Also the Town inspects before payment is <br />made, we pay on final inspection, and we pay for no supplies. A motion was made by <br />Councilman Clark with a second by Councilman Dolen to approve signing of the contract <br />with Perry Excavating. Motion carried 4-0. Attorney Currens will give a letter after <br />Perry signs and gets a performance band. Councilman Bryant will call ham to go to Tim <br />Currens office tomorrow. <br />Council President Warthen announced he and Brawn Township had been looking iota <br />different ways w combine the two fire departments and he felt he needed to have <br />someone look at bath budgets to see what a balanced tax rate would be for a Fire <br />Territory. He received a letter from Umbaugh and Associates with a price not to exceed <br />$:1,000 for them. to investigate.
