Currently, <br />they are dispatching for Brown Township and Town of Mooresville, all other units have <br />gone to the county for dispatch. Councilman Warthen told the council that Chief Viler <br />had told him the four dispatchers they have now could be trained for medical and use <br />part-time dispatchers far the other. Councilman Shields had looked into companies that <br />provide the software sometime ago and said that the training was usually included along <br />with the installation and the back-up hard copies for what would normally show up on a <br />computer. <br />Council President Warthez! told the council the budgets reflected a S% increase in the <br />salaries, but over the last few years the increase has actually been $1,000 across the board <br />for full time employees. He didn't know if the council. had made any decision on adding <br />personnel. Sixteen people have been asked for in the budgets. <br />Councilman Bryant wanted to sum up his feelings before he had to leave after receiving a <br />page. He said he felt like two more employees for the Street Department wasn't going to <br />solve the problem but that they may need to start contracting some of the work out to <br />private contractors. He said he was getting phone calls all the time from Marty Witte at <br />Brookmore about a job not completed and he knows the street department has more than <br />enough work to do and six more guys were not going to solve the problem. Councilman <br />Clark said people could be hired and put on the street every day and still come out ahead <br />rather than hire contractors. Councilman Bryant does not agree because of all. the <br />benefits, equipment, etc. that go along with hiring people. He did not feel the Utility <br />Dept. needed a new employee yet and the Fire Department, he was not willing to hire six <br />new guys. He did mat feel this was the time, if we hire six more we still have trouble <br />with the reserves. We have tried to throw more money at the reserves and that didn't <br />seem to help. The other night there were four fires, which is unusual, and only seven of <br />the twelve full-time carne in. Councilman Shields said his only comment was it was way <br />beyond time for the fire department to run on part-time status like it is now for the public <br />safety. Everyone has asked to hire one-half year that will help. Councilman Bryant said <br />at the Park, Brent Callahan is working everyday and he thinks there is a need for another <br />employee, that's not saying he would support the hiring. He wished the Town could hire <br />as many new employees that would be needed to provide the security blanket. But we do <br />not have the funds coming in to provide this. He said show me a way we can do this and <br />keep out tax rate where it is competitive with surrounding areas. <br />Back to Dennis Krrierim and the police department. Ua clothing allowance the two new <br />oflcers were included adding a thousand dollars, if no new officers this would decrease, <br />office supplies went up $1,000. Gas and Oil was bumped up because of not knowing <br />what the gas prices were going to be, this is a guess. There was an increase in health <br />insurance and other insurance. There was some discussion about how many police cars <br />should be considered in the budget. Chief Viler put in for six cars instead of five because <br />they will need a pool car. They didn't hire a new car in 2004 for the twenty-fast officer, <br />but when he is out on the street, they will need a pool car. Two payments are left on the <br />2004 cars. We are real close to being able to buy five cars in January and being able to <br />pay them off within the year with money made from selling cars and what is appropriated <br />in the budget. Then that number in the budget could probably be deereased- <br />Legal: A motion was made by Councilman Dolen with a second by Councilman Clark to <br />not add an additional levy to supplement TlF areas. Motion carried 4-0. <br />Joe Beikman had a suggestion for the Town to look into expanding the Park District to <br />include other townships outside of Brown Township (like Madison Township). There are <br />Mooresville Schools outside Brawn Township that sports in our parks and use the pool. <br />Attorney Currens said this would be statutory and would be the same process as when the <br />Town included Brown Township. Councilman Wartheu said since there has been nn <br />formal request from Madison 7"ownship, who would make that request for them. <br />Attorney Currens said he would have to look at the statute and process just so the council <br />would be aware of what had to be done. Council President Warthen wanted to make <br />clear to the media this was not a request, just something they are looking at. <br />
