~~ <br />council he had tried to find out about development coming down to County Line Road <br />but couldn't confirm the rumors. Councilmen Shields, Bryant, and Dolen said they did <br />not want to vote against this, but we cannot go across county lines. A motion was made <br />by Councilman Bryant with a second by Councilman Dolen to deny the request to hook <br />on to the sewer. Motion carried 4-0. <br />The council discussed a truck route ordinance for the streets. They had a sample from <br />Martinsville. President Warthen said Joe Beikman had put together a plan for alleviation <br />to Truck routes. Three State Highways go right thru our Town. President Warthen liked <br />the signage on the back copy of Martinsville's ordinance. Councilman Bryant said they <br />had addressed this last year but had never pinned down a route or signage. Here in <br />Mooresville you would stay on 42, 267, or 67 unless you were making a delivery. He <br />would not want to open up other streets to allow trucks to travel on like North or South <br />Indiana or East Main. This would also apply to IMI trucks. The Revitalization <br />Committee invited 1NDOT to a meeting and Jerry Mayfield provided a video of traffic at <br />the intersection of Main and Indiana, and when the guys were done watching the video <br />they said the majority of the trucks that appeared on this video have been on your streets, <br />not ours. They came from East Main Street and North Indiana Street that are not state <br />roads and if you enforce this you would be helping yourself alleviate some of the traffic <br />flow problems. Tim Currens said any ordinance like this as to damage to streets has to be <br />related to some study of damages, but I think this can be done pretty easily. President <br />Warthen said the trucks would be making more turns in Town, especially Nice-Pak, and <br />the public safety exposure bothers him more than the damage to the streets. Councilman <br />Bryant said what about a tri-axle gravel truck from a gravel pit somewhere outside of the <br />county passing thru here and follows aNice-Pak truck down East Main Street and gets <br />pulled over. He is going to say the truck in front of me was going the same way. <br />Councilman Warthen said he was contemplating making Main and Old 67 a truck route. <br />That is just a thought and making Monroe Street between Main a 42 a truck route. <br />Councilman Bryant said he did not think that was necessary. That turn from 42 to <br />Monroe is no different than the turn at 42 and 267,IIigh Street, or the turn they're going <br />to make back on West Main Street. It's the same type of turn. Councilman Shields said <br />he was pretty satisfied with the contents of the sample but he felt if exceptions were made <br />this could be an endless process. Councilman Shields said if turns are added, that just <br />makes the driver drive more responsibly. Cauncilman Bryant said the 1NDOT <br />recommendation was to keep the trucks on state roads. Joe Beikman said he did not want <br />the trucks to back up traffic. Councilman Bryant said if the trucks have designated raads <br />then people would go a different way to get away from congestion. President Warthen <br />said the parking ordinance was written with ability to review in six months to see if it was <br />working, we could do this. Councilman Bryant asked Tim Currens if he could dig out <br />what he had last year. Tim Currens commented our Town was distinct in that we have <br />more state highways going thru our Town. He went on to say we needed to have a study <br />first to back up the ordinance and then could proceed rather quickly. Generally what we <br />do is have Tim Viles and Joe Beikman do the study to verify the need for the ordinance, <br />looking at weight and damage and how it impacts our streets and see what would work <br />best for us because we do have a right to govern health and safety. <br />In other business Cauncilman Shields made a motion to transfer court pre-trial ticket and <br />misdemeanor money back to the General Fund, Resolution #12, 2004. This is the money <br />reimbursed to us by the Caunty. Councilman Dolen seconded the motion. Mation <br />carved 4-0. <br />A oration was made by Councilman Dolen with a second by Councilman Shields to <br />approve Ordinance #1 S, 2004 rezoning Grace Missionary Church from Agriculture to B- <br />3. Motion carried 4-0. <br />Councilman Dolen made a motion with a second by Councilman Shields to approve <br />Ordinance #19, 2004 rezoning Sugar wood-Yeager LLC from Agriculture to B-1. <br />Motion carried 4-0. <br />A motion was made by Councilman Shields with a second by Councilman Dolen to <br />approve Resolution #13, 2004 to set up anon-reverting fund in the General Bank for <br />Storm water/sail erosion fees. Mation carried 4-0. <br />
