Attorney <br />Currens said frequently we could find some other community that has planted trees and <br />kind of learn from their experience. He made some notes and he said looking at the book <br />listing of trees the Revitalization Committee had would be a good start. Council <br />President Worthen said we could specify the knowledge we gain in preparing a tree <br />ordinance. Councilman Bryant thinks root Mockers should be in the tree ordinance and <br />we should encourage some sort of tree program but we need to be careful to protect the <br />Town's liability costs. <br />Legal: The council signed the Cemetery Contract that had already been approved. <br />Attorney Currens told the council he would get copies of an amendment to the zoning <br />ordinance concerning septic field sites before the next meeting. He also told the council <br />the amendments to the Redevelopment Plan and Economic Plan had been finalized by the <br />Redevelopment Commission and since there is the addition of ninety-seven acres the <br />district is expanded by more than twenty percent they have to go thru the whole process. <br />Under the whole process the Plan Commission reviews the plan and determines if it is <br />consistent with Town's Comprehensive Plan. They did this at their last meeting and by <br />statute the Town Council also has to approve what the Plan Commission found find it is <br />the economic area. Pages 11 and 12 of the plan set out the amendments. The next step is <br />to have a Fublic Hearing on the plan. Council President Worthen told the council on <br />page 11 there are some critical points the council developed and approved to take to the <br />Redevelopment Commission. The Wastewater Treatment Flant expansion is addressed <br />on #6. Thru research twenty-seven percent of the flows were attributed to the TIF areas. <br />The Redevelopment Commission approved paying twenty-seven percent of Phase 1 and <br />Phase 2 of the expansion costs. They addressed the fact if property had been acquired by <br />the Tawn they would help with the improvements. They also addressed possible <br />municipal buildings in item # 7. Councilman Bryant was not comfortable with was <br />increasing azea within the TIF District. Looking at the map whatever tax marries the <br />Town was receiving when the Districts were set stayed at that amount. Any <br />improvements that aze made on the properties within the districts, the tax money goes to <br />the Redevelopment Commission and not the Town. The Town only gets the original <br />amount of tax money. It seems logical to him that as business stabilize, as you would <br />begin to extend the boundaries you would also make the districts smaller. At some point <br />the Town has got to begin to get the tax money back. Mike Shaver is telling them the last <br />thing the Redevelopment Commission would want to do would be to downsize the <br />districts but that you would want them to grow. For 2004 the tax distribution they were <br />going to receive close to $800,000 and for 2005 they would receive mare and in 2006 <br />even more. According to the list of amendments, over the course of two yeazs they are <br />going to help the Town out with approximately $700,000. He thinks it is time they look <br />at reducing some of the districts if they are going to continue to incorporate more. He <br />wants more time for the council members to lank over the plan. The Public Hearing was <br />advertised far November 22, 2004. Attorney Currens said this could be tabled to the next <br />meeting or whatever they need to do because their approval is based on their <br />understanding of and their comfort level with the plan. A motion was made by <br />Councilman Bryant with a second by Councilman Shields to table this and discuss at the <br />next meeting on November 16, 2004 to heaz the other member's feelings on the plan. <br />Motion carried 4-0. <br />Attorney Currens asked the council to review the weight ordinance and make sure they <br />are satisfied with it and then the next step would be a study by the Street and Police <br />Departments. The weight in the ordinance is declared weight. Council President <br />Worthen doesn't wholeheartedly support this as written as to the route. Councilman <br />Bryant asked if we could have a traffic study done prior to deciding the routes. Attorney <br />Currens said that absolutely could be done. The council agreed. <br />Attorney Currens has received the Bonds for RayYaung Addition and Boyd Heights <br />wastewater projects from Swinney Brothers. Street Superintendent Joe Beikman told the <br />council Swinney Brothers were already digging in Bayd Heights. <br />
