~~L <br />Dec. 21, 2004 <br />The Mooresville Town Council met in regular session on Tuesday, December 21, 2004, <br />at 6;30 P.1VI, at the Mooresville Town Hall. <br />Council members present were: President Tom Worthen, Troy Bryant, John L. Clark, <br />Toby Dolen, and Eric Shields. No members were absent. Town attorney Tim Currens <br />was present. <br />James Taylor from Grace Missionary Church gave the invocation. <br />A motion was made by Councilman Shields with a second by Councilman Clark to <br />approve the minutes of December 7, 2004 meeting. Motion carried 5-0. <br />First on the agenda was Ross Holloway, Holloway Engineering, requesting a sewer <br />extension developer availability agreement for Jones Family Mortuary. The preliminary <br />cost estimate is $33,600, Town portion, and $4,100 for Jones Family Mortuary. Mr. <br />Holloway indicated they understood they would have to wait in line for reimbursement <br />from the Developer Availability Fund. This fund is based an first in is first paid out. A <br />motion was made by Councilman Clark with a. second by Councilman Shields to enter <br />into an agreement to get final costs on the sewer extension. Motion carried S-0. <br />Tamara Derish, representing Midwest Commercial Development Properties, appeared <br />before the council wanting to make an offer ozi the lot on Highway 144 next to Casey's <br />owned by the Town of Mooresville. Attorney Currens explained the process was for the <br />council to first make a decision if they wanted to sell the property and then appoint two <br />councilmen to have the property appraised. Then the Council would allow an auction to <br />place bids and the Town would have the final approval an the sale. President Worthen <br />told the council he had told Tamara he wasn't prepared to agree to sell. The consensus of <br />the other members was the same as President Worthen except for Councilman Shields. <br />He indicated he wanted more time to think about the matter. A motion was made by <br />Councilman Dolen with a second by Councilman Clark the council was not interested in <br />selling the property at this time. 1Vlotion carried 4-1 with Councilman Shields opposed. <br />Next, the council discussed the salary ordinance far 2005. President Worthen explained <br />the State Board of Accounts wanted the bi-weekly pay to be the same amount for each <br />pay throughout the year. A salary increase of $38.40 per bi-weekly pay far salary <br />positions and 48 cents per hour far hourly would accomplish this problem. He said the <br />2004 salary ordinance did not provide for an increase far the part-time dispatchers in the <br />Police Department. With the new laws an dispatching and having to do EMD <br />dispatching, maybe an increase was due them. He then went on to explain a partnership <br />with Rural/Metro Ambulance. If a resident calls in to our dispatch service the police <br />dispatcher would ask if they want medical instructions and if they answer yes then the <br />dispatcher flips a switch that will automatically connect them with the Rural/Metro <br />Ambulance dispatching center for the instructions until a local ambulance arrives. The <br />cast per quarter is $3,750.00 up to 90 calls and after that it is $40.00 per call. President <br />Worthen called Brown Township Trustee, Al Hornaday, to see if this cost could be added <br />to the ambulance run cost. He is checking into this. By going with the Rural/Metro <br />Dispatching center it would take away having to have four dedicated dispatchers on duty <br />at all times. President Worthen was thinking of $11.00 per hour for part-time dispatchers <br />and $12.50 per hour if EMD certified and the Town is required to provide the service. <br />Attorney Currens explained this is a requirement by July 1, 2005 and the dispatchers have <br />to be trained to reach this goal. The State realizes that type of personnel can't be in place <br />by July 1, 2005. He said the council should check the number of calls coming in to the <br />Police dispatchers at this time to get a better handle on the costs. The consensus of the <br />council was to amend the salary ordinance if it becomes necessary for the Town to <br />provide the EMD dispatchers and go with $11.00 at this time. Street Department- <br />Certification for Category 8 mosquito spraying was discussed. Once people are certified <br />they have to renew every year and go to continuing education classes. Consensus of the <br />council was to add 50 cents per hour to certif ed category 8 personnel. <br />Eric Shields told the council he thought $7.50 per hour for a base for Reserves should be <br />raised up higher. President Worthen told him Chief Farmer had come up with a pure and <br />simple base of $7.50. Councilman Bryant proposed a raise of the base to $9.50 per hour <br />with a maximum that could be earned of $13.75 per hour. The council agreed with this <br />and to have oily reserves and no casuals. <br />
