July 1S, 2003 <br />The Mooresville Town Council met in regular session an Tuesday, 7uly l5, 2003 at 6:30 <br />P.M. at the Mooresville Town. Hall. <br />Town Council members present wNo'members were absent ~ Town Atta t y T m 'Clark, <br />Tom Warthen, and Mark Mathis. <br />Currens was absent. <br />Jeremy Town of the Mooresville Church of God gave the invocation. <br />A motion was made by Councilman Clark, second by Councilman Warthen, to approve <br />the minutes of the July 1, 2003 meeting. Motion carried 5-0. . <br />First on the agenda was tlae downtown lighting. Councilman Mathis stated that Mr. Deny <br />Mayfield had done all the work with Indianapolis Power & Light for the forty (40) new <br />lights for the downtown area. 'There would be five lights from each direction from the <br />intersection of Main St. and Indiana St. There would be no charge for the lights and they <br />would be eighteen feet tall with a smooth globe on top, with 150-watt bulb in each. There <br />would be anon-standard construction charge, which could run from $24,000. to $28,000. <br />This is boring charges to run wiring for each light. They will use the existing cable and . <br />remove the lights, but they will need us to remove the concrete where the new lights will <br />be installed. The total cost for the lighting each month will be $1,092.40 for the 40 <br />lights. Mr. Mathis suggested that we bring the brick in the sidewalk. on the west side of <br />Xndiana St. the rest of the way down to Harrison St., with the work being down by the <br />town or contracted out. Councilman Warthen said most of the work was done when they <br />did repaixs on the Fire Station. Mr. Beikman asked if the lights were the same as the ones <br />installed at Pioneer County Estates, because he has had several complaints on the lights <br />being too bright. Mr. Mathis said he did not know if they were the same. Mr. Beikmati <br />suggested that the Council drive down tllru there and check the wattage. The T tight Co. <br />does not charge for the higher wattage, but bill~charge if we ask far a lower wattage. This <br />was tabled until the next meeting in August. <br />Next was Springhill Ministries for the Pregnancy Care Center requesting a rezone from <br />R-1 to B-1. Councilman Mathis said this was a corridor that was designed to be <br />.Commercial. A B-1 is the least restrictive commercial activity and this has been <br />designated commercial up to the Rooker Road stoplight. He fells this would be the least <br />intrusive rather than doing it any other way, for if any one wanted it to be B-2 or B-3 they <br />would have the come back for a rezone. As it stands a B-1 is the lowest level of use for <br />that area. They would need to make addition parking spaces as was discussed in the Plan <br />Commission meeting. <br />Councilman Bryant said his concern for this property and the property directly behind, <br />which has twelve townhouse, share a driveway, there has been no plan to separate the <br />driveway. He contacted a business here in town that operated in this zoning and asked <br />them what their average flow of traffic into their office would be. The responded that <br />there was about 100 cars, including their employees, in'and out. The Pregnancy Center <br />stated that they would be open three days a week with seven to ten appointments each <br />day. Their operation would have very little impact on the shared driveway and that is <br />why he thinks they should request a variance for their operation only. This is in <br />compliance with the Comprehensive Plan, but they should take into consideration that the <br />Church is planning on selling the church and asking for an undetermined rezone which <br />sets to the east of this property. He said the property involved could go with the church if <br />they sold the church. The Pregnancy Care Center said they have a written agreement <br />with the church to buy the property and a loan. <br />Motion was made by Councilman Mathis, second by Councilman Clark, to approve the <br />rezone from R-1 to B-1 Springhill Ministries. Motion carried 3-l with 1 abstaining <br />There will have to be an Ordinance written for this rezone by Mr. Currens. <br />~1 „ <br />Motion was made by Councilman Warthen, second by Cauncihnan Mathis for the <br />signing of Ordinance #4, 2003 for Rezone of Real Property for Clark Boncquet and Kay <br />Boncquet. Motion carries 5-0. <br />
