too high and did not include the prescription in the specific. The only other company
willing to bid; which was American United Life, refused to include the prescriptions in
the specific or aggregate but still had sunilar~ amen stated tha~this should allnwethe
who were contacted refused to bid. Co
town to budget the same amount for 2004 that was budgeted in 2003, while other
z~uni phli:t~s and private industries are budgeting fora 300 percent increase in health
~' insurance in 2004. As a member if the insurance board, Councilman Warthen
recommended that we renew with Coresource and AIG. He also recommended that we
change the prescription card from Express Scripts, to Advanced PCs. While this would
have na effect on the benefits,. it would change who is administering our prescription card
and would save the town approximately $2,500.00 over the year due to dispensing fees.
Councilman Warthen then made his recommendation in the form of a motion, second by
Councilman Mathis. Motion cazried S-0.
~~ Councilman Bryant then asked to address the issue of council members receiving
insurance benefits through the town. He does not believe that it is the taxpayer's
responsibility to provide insurance benefits to the council. He stated that it opens up the
potential for increased claims and that cost would then have to.be passed on to the
taxpayers and/or employees. He also stated that it brings the compensation for being a
council member up to approximately $16,000 annually, -rather than $3000, when the cash
value of the coverage is figured in. He contacted seven other azea communities and
found that only one, which was self funded, was set up like ours. Plainfield, whose
insurance is through a provider does allow their council members to be on the plan but
requires them to pay 100% of the cost of the coverage. For single coverage, it costs them
$388.00 per month and for family coverage it costs $1,091.00 per month. He stated that
he does not see it as an incentive for people to run for council and that it poses the
question of "What can the town do for me?'" instead of "What can I do for the town?"
Councilman Bryant then stated that he does nit wish to make a motion at this time bat
asked that the council consider discontinuing health insurance benefits for council
members. . .
Dean Mayfield wanted to bring to the council's attention that the decision to switch to the
Sagamvre Network a few yeazs ago is working, and despite tie PPO network 70 t 0
were not happy with the decision at that time, they are using
ercent of the time, which is higher than Coresource's national average. By being in the
P
network the town has saved $144,000.00 out of 460,000 chazges.
There being no further business to come before the council at this time, a motion to
adjourn was made by Councilman Mathis, second by Councilman Clark.
Motion carried 5--0.
Toby Do n, President
Sandra R.
