~~~
September 16, 2003
The Mooresville Town Council met in regular session on Tuesday, September 16, 2003,
at 6:30 P. M, at the Mooresville Town Hall.
Council members present: President Toby Dolen, Troy Bryant, John L. Clark, Tom
Warthen, and Mark Mathis. No members were absent. Town attorney Tim Currens was
present.
Leroy Pickering from the First Baptist Church gave the invocation.
A motion was made by Councilman Warthen, second by Councilman Mathis to approve
the minutes of August 28, September 2, and September 9. Motion catried S-0.
First on the agenda was Don Adams, teacher at Mooresville High School, and he brought
with him Ben Thomas, President, and Ryan Gregory, Vice President of the Student Body.
They requested permission to have a Homecoming Parade on October 10, 2003. The
route would be North hldiana to Main Street to Maple Lane to St. Clair Street and back to
the school on North Indiana Street. They would like to paint footprints on the road to the
school in the same place Relay for Life painted the purple footprints. Don Adams said
they would like to make the footprints gold or blue. He said he wanted to see if Joe and
the street department could help. Mr. Adams said they had another request also. The
street back behind between the High School and Northwood and around to the Jr. High,
the street between the High School and Northwood and around Jr. high they thought they
would name MOPI Way and the street into the front of the High School, Pioneer Circle.
They would put up the signs at no cost to the Town. Councilman Warthen said that was
basically private property. Councilman Bryant asked if this was off the right of way.
Attorney Currens said yes, as the Town does not maintain the streets, they could name
the streets. He said the Town would give their blessings and pass it on to the school
board. Councilman Bryant said that the organization that did the footprints last time took
care of getting the paint and he did not know how any of the other council members felt
about this, but he didn't have a problem with it. If the street department says they have
the time to do the footprints and the school could probably get the paint donated.
Councilman Mathis asked Joe Beikman how much paint was used before. Joe Beikman
said about five gallons and that was donated. Councilman Mathis asked if they could
paint over the purple and if they had time to do this. Joe Beikman said they would just
add it to their list. Councilman Bryant asked how long the painting took the last time.
Joe Beikman said about a day and a half by the time they directed traffic and let the paint
dry. Councilman Warthen asked if the street department did the painting during the day.
The answer was yes. Councilman Mathis asked if it took two guys and Jae Beikman said
actually four, two to direct traffic. Councilman Mathis then asked Dennis Knierm, Police
Commissioner if some of the police could direct the traffic. The answer was `sure'.
Councilman Bryant asked Joe where he referred the last group for paint. He asked if it
was C & C paint in Plainfield. Joe said yes. A motion was made by Councilman Bryant,
second by Councilman Mathis to allow painting of footprints. Motion carried 5-0. A
motion was made by Councilman Warthen, second by Councilman Clark to close the
streets for the parade route. Motion carried 5-0.
Councilman Mathis said he was. adding the parade needed to be co-ordinated with Fire,
Street, and Police departments. Mr. Adams said the parade would probably be at 5:00 P.
M.
Councilman Warthen said he thought there was currently another Pioneer Circle. Mr.
Adams said they would come up with a different name.
Next on the agenda was Dr. Fischer's Ofl'ace on North Indiana Street with a concern
about parking. They did not appear.
_.
