Councilman Mathis explained that, <br />unfortunately, employees are forever, retirement payments, insurance, etc. So, when you <br />make a decision to hire someone these payments are forever. Their budget has increased <br />and the Town has land for a new fire station and want to build the station and he agreed <br />with her that Les and his crew had done an outstanding job out of a 1.970 building. He <br />applauds them for that. He went on to say that with the dual response the Town and <br />Brown Township have partners. This has certainly helped the financial situation for <br />Mooresville and Brown Township. Councilman Mathis said we don `t know actual <br />amount of tax money that will be received. He likes to have a cushion: A lot of towns <br />are broke right now and Mooresville is not. Mrs. Welker said, but is $200,000 extra <br />needed. Councilman Mathis said this money could be used for a lot of different things. <br />He said the Council does not spend the money foolishly. Mrs. Welker said she knew that <br />and she respected the council on that. She said that when you have as much money in the <br />different funds, and receive Food and Beverage every month...Councilman Mathis said <br />that is used far sewer, a lot has been done on the north end and there is more to be done. <br />He said should we spend it dawn to nothing, no, a little cushion is needed in case there is <br />a problem. He doesn't want to be completely broke when something in the Town breaks, <br />then nothing can be done. Mrs. Welker said she didn't think the Town would be broke. <br />Councilman Mathis said this was something he prays about all the time, he doesn't know <br />how much money to keep. Mrs. Welker said some people don't have the funds the Town <br />has, and Councilman Mathis said, but some people have funds Mooresville doesn't have, <br />some have EDIT money and Mooresville does not. He said EDIT money is far more <br />money than Food and Beverage and can be used for a multitude of things. "But, that is a <br />story for another day." <br />A motion was made by Councilman Clark, a second by Councilman Worthen to approve <br />the Utility Department budget in the amount of $ 209,250.00. Motion carried S-0. <br />A motion was made by Councilman Wazthen, a second by Councilman Clark to approve <br />the Fire Department budget in the amount of $1;234,716.00. Motion carried 5-0. <br />A motion was made by Councilman Mathis, a second by Councilman Bryant to approve <br />the EDC budget in the amount of $107, 525.00. Motion carried 5-0. <br />A motion was made by Councilman Bryant, a second by Councilman Worthen to approve <br />the Park and Recreation budget in the amount of $639,483.00. Motion carried 5-0. <br />A motion was made by Councilman Worthen, a second by Councilman Mathis to approve <br />the CCD budget in the amount of $707,354.00. Motion carried 5-0. <br />A motion was made by Councilman Bryant, a second by Councilman Clark to approve <br />the Police Department budget in the amount of $1,812,003.00. Motion carried 5-0. <br />A motion was made by Councilman Worthen, second by Councilman Clazk to approve <br />the MVH budget in the amount of $818,836.00. Motion carried 5-0. <br />Councilman Bryant told Mrs. Welker that every year Town of Mooresville has received <br />100% of the tax draw and this year the tax commissioners said to expect 75% of tax <br />draw. if 100°Io were to be collected this year the tax rate would be 60 cents including the <br />$200,000 in the Town Hall. Mrs. Welker said she understands, but there aze funds already <br />available and this was the taxpayer money. She said she has a hard time with the $3 <br />million dollars setting around in funds when this could lower every property owner's <br />taxes. The taxpayers don't have the privilege of getting tax abatements. Councilman <br />Worthen asked what about Property Tax Replacement Credit? Mrs. Welker said she was <br />talking about what taxpayers pay year after year and they pay for services in an area that <br />they get no benefit from. She said about three-fourths of the Town was in the TIF <br />District. She said that when the tax dollars are looked at there is $46 million that is in the <br />TIF District that the taxpayer cannot get use of to lower the tax rate. And there are $23 <br />million out in tax abatements that the taxpayers do not get the use of this revenue. She <br />said that is $70 million that does not go to offset the tax bill. She said she didn't think it <br />was too much to ask the council to take the $200,000 out of Town Hall, because almost <br />$70 million was deducted out for T1F. Councilman Mathis asked her how many <br />businesses would be in the Town of Mooresville since 1994 without tax abatement. Mrs. <br />Welker said do you mean the industrial park. Councilman Mathis said from where we <br />are at on down Highway 67. Mrs. Wellcer said she did not know.
