money would have been gotten off the ground if the business had oat come. Mxs. Welker <br />said the taxpayers are oat benefiting from the business down there, there is no revenue <br />from them. Councilman Mathis said he guessed it was the way you look at it. Mrs. <br />Welker said it is broken down that way in the Auditor's office in Martinsville. <br />Councilman Mathis said if there were no tax. abatements the Town would only be <br />receiving $Sq an acre for, just the ground. She said she would not be paying for sewer <br />lines, an extra fire department, and extra police protection. Councilman Mathis told <br />President Dolen he was done. Councilman Worthen said the first year he came on the <br />council, the council the previous year had gone wild and crazy and had cut the tax rate 70 <br />same odd cents. Then the following Year the tax rate went up 42 cents. He said that was <br />his inaugeration into budgets and unhappy taxpayers. He said he did not know that he <br />would feel comfortable taking the entire $200,000 out of the Town Hall budget. He said <br />he does believe there are monies available and would be happy to approve this budget <br />with taking $150,000 out of the 400 line items. Mrs. Welker asked how much? <br />Councilman Worthen said (jokingly) $1 million dollars, he thought they could use that <br />money to get the Colts here. He went on to say he was making the motion to take <br />$150,000 out of the 400's in the Town Hall Budget. Then he said he would like other <br />comments from the council. Councilman Bryant said that would still leave the capital <br />improvements in there at $100,000 and Councilman Worthen said the 400's aze at <br />$205,000 and taking out $150,000 would leave $55,000. The Clerk-Treasurer said the <br />total of the Town Hall budget would then be $577,174.00. Mrs. Welker asked the Clerk- <br />Treasurer if she felt comfortable with this total and the Clerk-Treasurer answered ,yes. <br />Councilman Mathis told Les Fazmer, Fire Department, that if some money had to come <br />out of the budgets, his 400's would be the first to go because the reserve marries have <br />been taken away and the council does not know what is going to happen. Councilman <br />Mathis said the C1erk~Treasurer might be comfortable with the $150,000 deduction, but <br />he is not. Councilman Bryant seconded the motion to remove $150,000 from Town Hall <br />budget. Motion carried 3-2 with Councilmen Mathis and Clark opposed. <br />A motion was made by Councilman Clark, with a second by Councilman Bryant to <br />approve Budget Resolution-far 2004 giving the Clerk-Treasurer the authority to deduct <br />from the 400 accounts if it becomes necessary. Motion carried S-0. <br />A motion was made by Councilman Bryant, a second by Councilman Clark to approve <br />the Ordinance for Budget 2004. Motion carried 5-0. <br />During the time the councilmen were signing the budget documentation, Mrs. Welker <br />asked if there were any other funds that could be used. The Clerk-Treasurer told her that <br />CCI could be used to purchase or make improvements. Mrs. Welker asked the balance in <br />that fund and the Clerk-Treasurer answered $101,732.00 and explained this fund was <br />used to purchase and make improvements to the Police Department building at 104 West <br />Main Street. She also asked approximately how much was received per month from <br />Food & Beverage. The Clerk-Treasurer said about an average of $25,000, but this month <br />it was $35,000 because the summer months were the bigger months. <br />Legal: Councilman Bryant stated it had been determined there is a need for a public <br />parking lot. The property at 39 West Main would be a possible location for a parking lot <br />and it would gain 1$-22 parking spaces. The procedure is to do a Resolution to obtain <br />two appraisals to get a value and if the value is agreeable, then proceed with imminent <br />domain. A motion was made by Councilman Bryant, a second by Councilman Clark to <br />look into the passibility of purchasing this property per statute and getting two appraisals <br />for 39 West Main Street. Motion carried S-0. Attorney Tim Currens will make the <br />arrangements. <br />Animal Control Officer Mazk Taylor reported twelve (12) calls, five'(5) impounds, and <br />one (1) return. <br />`.• <br />A motion was made by Councilman Clark, a second by Councilman Waarthen to approve <br />payment of the claims. <br />There being no further business to come before the council at this time, a motion was <br />made by Councilman Clark, a second by Councilman Bryant to adjourn the meeting. <br />~~ <br />Motion carried 5-0. <br />
