A motion was made by Councilman. Worthen, a second by Councilman Mathis to approve <br />Confirmatory Resolution # 21, 2003 for a ten year tax abatement on a building and other <br />equipment for TOA, USA. Motion carried 4-0. Councilman Bryant abstained. <br />A motion was made by Councilman Worthen, a second by Councilman Bryant to set up a <br />meeting with the Redevelopment Commission. Motion carried 5-0. <br />A motion was made by Councilman Mathis, a second by Councilman Clark to approve <br />Confirmatory Resolution #22, 2003, a six year tax abatement on a building for Overton <br />and Sons. Motion carried 4-0. Councilman Bryant abstained. <br />A motion was made by Councilman Mathis, a second by Councilman Clark to approve <br />the Transfer of Funds Resolution #23, 2003. Motion carried 5-0. <br />Attorney Currens had a release agreement from Marathon Ashland fax the Council to <br />sign. <br />Attorney Tim Currens said he also had a proposal from Banning Engineering on their <br />engineering contract. Councilman 1Vlathis asked if this proposal was on Boyd Height's <br />project. Attorney Currens answered `yes', it was a general proposal, but that was the <br />project they had contacted Banning on. Councilman Bryant asked if this showed what <br />theiur services would cost to draw up the Boyd Height's project. Attorney Currens said <br />yes, in fact he thought what he would do is have the Clerk-Treasurer give the council <br />copies and at the next meeting they would address it. He had called them with a change <br />and this is the second draft. He didn't know if Banning had done anything on the <br />drawings yet. Councilman Bryant asked Joe Beikman if they had done any footwork on <br />this or if they were waiting on the council. Joe Beikman said he thought they were going <br />to go ahead and do it. Councilman Mathis told Councilman Bryant he thought they had <br />because somewhere in a conversation he thought he heard them say they had begun work. <br />Police Dept.: Dean Kays, police commissioner, reported two policemen had rerired and <br />the department has advertised far replacements. They have 65 applications and are <br />giving written tests October 25~' at the High School. He said hopefully by January or <br />February they will be ready to hare, <br />Fire Department Councilman Worthen said he would tell the council the new squad was <br />in but, it had a shimmie in it, the front drums were warped and it had a leak in the rear <br />drums. zt is now being repaired under warranty, so it would not be available for viewing <br />tonight. <br />Animal Control Officer, Mark Taylor, reported eighteen (18) calls, six (6) impounds, and <br />three (3) returned. <br />A motion was made by Councilman Worthen, a second by Councilman Clark to approve <br />payment of the claims. Motion carried 5-0. <br />There being no further business to come before the council at this time, a motion was <br />made by Councilman Mathis, a second by Councilman Bryant to adjourn the meeting. <br />The next regular scheduled meeting of the Mooresville Town Council will be on <br />Tuesday, November 4, 2003, at 6:30 P.
