~l , <br />November 4, 20D3 <br />The Mooresville Town Council met in regular session on Tuesday, November 4, 2003, at <br />6:30 P. M. at the Mooresville Town Hall. <br />Council members present were: President Toby Dvlen, Troy Bryant, John L. Clark, Tom <br />Worthen, and Mark Mathis. No members were absent. Town attorney Tirn Currens was <br />present. Councilman Mathis gave the prayer. <br />A motion was made Councilman Clark, a second by Councilman Worthen to approve the <br />minutes from the October 21, 2003 meeting. Motion carried 5-0. <br />Helen Humes introduced Randy Langdon, owner of Cougar Bag, Inc., to the council to <br />explain the process by which their plastic bags were made in their plant. Mr. Congdon <br />showed the council the building design plans for Lot. 161ocated in Flagstaff Business <br />Park. He explained the process by showing a bag of resin pellets they begin with and <br />then put on rolls and make the plastic bags. They make food grade and standard bags of <br />all sizes. The building is to be 27,000 square feet with 1800 square feet of office space. <br />Councilman Bryant asked about the wages, if the $10 per hour plus benefits a starting <br />wage or an average wage. Mr. Langdon said the wages would range from $8 to $20 per <br />hour plus benefits depending on the skill level. He explained to the council they had <br />never had a problem with OSHA, that they had never inked, and if they do in the future <br />they would use water base ink not oil based. There would be a three-foot mushroom on <br />top of the building that would release a little bit of fume. Helen Humes told the council <br />Cougar Bag was now adding a mezzanine, which would add $35,D00 to the total <br />investment. Councilrr-an Mathis said Dan Tingle from the Wastewater Treatment Plant <br />had reported there would not be a problem with this project, he was making a motion to <br />approve the tax abatement, Confirmatory Resolution #24, 2003. A second to the motion <br />was made by Councilman Clark. Motion carried S-0. <br />Helen Humes introduced Lisa and Tom Liffick, owners of Honey & Me, to the council. <br />Haney & Me Distribution Center will be on Lot 141ocated in Flagstaff Business Park. <br />The Liffick.'s had a design plan of the building for the council to view. The building will <br />be 48,000 square feet with 6,000 square feet of office space. The Lifficks told the <br />council they had 25 employees currently and expected to double that amount in the next <br />two years. Councilman Mathis asked when they had began shipping all over the world. <br />Lisa replied she had been in the craft business since 1991 and began importing her <br />designs at least four years. Councilman Mathis said he was always excited when <br />someone takes a small business and makes it work and wishedrtlrem the best-off luck: A -- -- - - <br />motion was made by Councilman Mathis, with a second from Councilman Clark to <br />approve Confirmatory Resolution #25, 2003 for tax abatement for Honey & Me. Motion <br />carved 5-D. <br />Jerome Witte Brookmore Drainage issue. Councilman Worthen reported to the council <br />Joe Beikman, Street Superintendent, had shot the elevations and we were going to be able <br />to run south to the corner and utilize an existing pipe and put a catch basin where it <br />crosses with a grate for any extra or additional water that may come off the surface of the <br />property and run it south to a drainage ditch and run it back to Old 67. The Witte's have <br />been left a message. <br />Town attorney Tim Currens reported on the progress of the weed ordinance. He is <br />looking into which departments will be involved and looking at the state statutes to define <br />certain things, such as what type and length regulations. He said it was in the works. <br />Councilman Bryant reported he wanted to discuss the Facility Plan the council members <br />received back in the month of May from HNTB for the Wastewater Treatment Plant at <br />the next meeting. He is going to ask Dan Tingle to come and give his presentation of <br />what the plan would do for the plant. He said maybe this would get us a little bit closer <br />to making a decision. <br />__ <br />
