~~~ Attorney Tim Currens reported on a letter from Yvonne Thompson that was not hooked <br />on to the sanitary sewer and had paid a bill for years, however, if we had known she was <br />not hooked on the Town would have had her hook on. He said it was a question of who <br />had knowledge whether or not she was really hooked on and why she would have been <br />paying the minimum amount, because you do pay a certain amount for the sewer <br />availability. Attorney Currens requested the council give him the ability to respond to the <br />letter and kind of go from there and see what the law is. Councilman Clark asked if this <br />was the lady that lived on North Indiana. Attorney Currens said yes. Attorney Currens <br />said whether or not she never had a problem with her septic over that period of years he <br />didn't know, he didn't know the answer to those questions. Councilman Bryant said, so <br />we won't make a final decision until later. Attorney Currens said yes. <br />Steve Klinger, Lions Club, presented a plaque to the Town for the appreciation for the <br />dedication and assistance given to the Dunlop Southern Indiana Racing Association for <br />the past two years. <br />Councilman Warthen told the council he had quotes for a dump truck for the street <br />department. He said he had been delaying Joe Beikman from getting quotes until some <br />property taxes were received, but the truck had been budgeted for in 2003. Councilman <br />Bryant asked how many years does a dump truck last. He said he knew there was a lot of <br />stress on the motor when removing snow. Joe Beikman answered it depended on how <br />much the truck was used, and the one they were replacing was a 1987. Councilman <br />Mathis asked Joe how long it would take to get the truck. Joe Beikman said if they went <br />with the one in stock, they were saying three to four weeks and if they don't go with the <br />~- - one in stock he would have to get another spreader to get thru the winter. If they go with <br />the one in stock, the motor was bigger and it had several different things on it that was <br />not on the original specs. Councilman Mathis said his only concern was he didn't want <br />to put this off because it was getting close to the time it would be needed. Councilman <br />Bryant said it sounded like Joe was happy with the less expensive one sitting on the lot. <br />Councilman Clark said the one on the lot was $49,350.00, the more expensive one, and if <br />they ordered it would take 6-8 weeks for delivery. Joe said the one in stack was more <br />_ _ _. <br />expensive than the one they could order, but it was still cheaper than the Sterling brand <br />truck. Councilman Bryant asked Joe why he was talking about having to purchase <br />another spreader if they didn't buy the truck. Joe said it would cost 4-5,000 dollars to <br />repair the spreader they had and he was trying to get away from (Joe's voice did not <br />come thru loud enough an the tape to understand) hooking it onto the v-box, was all I <br />could get. Councilman Bryant asked if by going with Palmer on both quotes, would the <br />maintenance all be done at the same place. Joe said yes. A motion was made by <br />Councilman Clark, a second by Councilman Mathis to approve the quotes for $49,350.00 <br />for a Kenworth Dump Truck from Palmer Trucks, and $30,523.00 for equipment from <br />Palmer Fabricating. Motion carried 5-0. <br />Animal Control officer, Mark Taylor, reported twenty-two (22) calls, nine (9) impounds, <br />and eight (8) returned. <br />Attorney Tim Currens presented a developer agreement from Holloway & Assoc. for <br />offsite work on sanitary sewer lines at the Jamestown Estates. The agreement includes <br />eight-inch PVC sewer main, four sanitary manholes, bore with casting, granular bedding, <br />and backfill, testing, and restoration in the amount of $45,840.00. Councilman Warthen <br />asked if this would help as far as servicing the church and other residences North. Joe <br />Beikman said yes. A motion was made by Councilman Clark, a second by Councilman <br />Mathis to approver the developer availability agreement. Motion carried 5-0. <br />A motion was made by Councilman Clark, a second by Councilman Warthen to approve <br />payment of the claims. Motion carried 5-0. <br />There being no further business to come before the council at this time, a motion was <br />made by Councilman Warthen, a second by Councilman Bryant to adjourn the meeting. <br />Motion carried 5-0. <br />The next meeting of the Mooresville Town Council will be held on Tuesday, November <br />1$, 2003, at 6:30 P.
