~, <br />November 18, 2003 <br />The .Mooresville 'Gown Council stet in regular session on Tuesday, November 1 S, 2003 at <br />6:30 P.M. at the Mooresville 'T'own Hall. <br />Town Council r7terrtbcrs present were: President, Toby Dolen, John L. Clark, 'l,roy <br />Bryant, and Tom Warthen. Councilman Mark Mathis was absent. Town attorney Tim <br />Currens was prescrtt. <br />Councilman Tom Warlhen gave the prayer. <br />A motion was made by Councilmana Clark, second by Counciltnati Bryant to approve the <br />;minutes of November 4, 2003. Motion carried 4-0. <br />The first item. on the agenda was the vacation of alleys by the Mooresville Public Library. <br />It was tabled until December 2"`~ as requested. by Holloway Associates, who is <br />representing the Library. <br />A motion was made by Councilman Warthett, second by Councilman Clark to approve <br />Resolution #26 for the additional appropriation of $35,000 to the LR & S rand for the <br />purchase of a dump thick. Motion carried ~I--O. <br />Larry Long of Hadley, Cook and Quillen Insurance Agency, was present to discuss <br />insurance coverage for event liability. The Town's current policy provides $2 million <br />dollars of coverage per each. event that. is included in thc~ policy. Event holders, such a <br />Poor Jack Amusements must have a certificate of insurance for at least $1 million in <br />additional coverage. However, the current. policy excludes motor sports. Therefore, it <br />was decided that any event not covered by the Town's policy would require of the event <br />holder, such as the Racing Association, a certificate of insurance for at .least $3 million. <br />Attorney, Tim Cttt~'ens thought that was a reasonable amount. Councilman Warihen <br />rrtade a motion to require the event holder to provide the Town with a certificate of <br />insurance in the amount of $3 million of liability coverage per uncovered event and $1 <br />million per covered event. The motion was second by Councilman Clark. Motion <br />carried 4-0. <br />Dan Tingle, Superintendent of the Wastewater Treatment Plant, was present to answer <br />any questions pertaining to the needed improvements at the plant as outlined in the report <br />from NI~TTB. He explained that Phase I was needed now but Phase II could be broke up <br />into several phases over the next several. years. He said however, that the sludge facility <br />was needed two years ago. There hasn't been an expansion or upgrade since 195 but <br />rxtoney has been spent for replacement of equiprxtent such as grinders and pumps that <br />have worn out, some in as little as three years. As lar as tl~e sludge process, Dan <br />explained that it is not getting any better. As the town continues to grow he cannot keep <br />up no matter how much sludge lae hauls due to the increase of solids corning into the <br />plant. What HNTB is recomrmending in Phase I would be a thickening process that uses <br />a rotary drum thickener, that when mixed with a d~eiltical would bond the sludge anal <br />thicken it so we would, be Mauling more sludge and less water. At this time last year Dan <br />told the town council that he hoped with increased hauling that he would be caught up on <br />the sludge by April or May of this year but that has not happened due to tl~e growth of the <br />town. Councilman Bryant suggested that the board allow Dan to hire an outside <br />-- contractor to haul sludge continuously for a period of approximately three weeks to help <br />catch up while sta~•ting the construction of Phase I, artd then again at the completion of <br />construction as the plant is brought online. Tlie cost of Phase 1 is approximately $1.2 <br />rztilliorr. The other option is to purchase another sludge tnrck and hire 2 additional <br />employees to iticrettse the arTtottnt of hauling. This would give the Town more time to <br />cornplcte the upgrade. The Redevelopment Commission is checking into whether or not <br />they would be able to assist in the litnding of Phase 1 if the Town would decide to go <br />ahead with it. Councilman War~tl~erl asked about the cost of hiring an outside contractor <br />
