6~l) A motion was made by Councilman Warthen, second by Councilman Bryant to approve <br />the minutes of October 30`x, meeting of the Redevelopment Commission and Town <br />Council. Motion carried 5-0. <br />Next, Ross Holloway presented a request to vacate two alleyways for the Mooresville <br />Public Library. Attorney Cof.Fee spoke to the council concerning the north alleyway, Lot <br />1.9 thru Lot 23 which is currently grass and trees and unimproved and I.,ot 18 & 19, the <br />west alleyway bordering Harrison Street and runs north and south. Attorney Coffee said <br />he was requesting the Town Council to frnd these alleyways no longer a benefit to the <br />Town of Mooresville. He told the council there may be a question of current utilities and <br />these will be re-routed at the Library's' expense. He also said they should have been to <br />the council months ago to ask for alley vacating. Councilman Bryant said the alley <br />running thru where the parking lot was going to~be further up one of the residents that <br />remains has a garage exiting on the alley and asked if they had put any thought into <br />leaving the alley and landscaping around just to leave that access and noC really lose too <br />many parking spaces. Attorney Coffee said they had Cought about it but their feeling <br />was the portion of the alley where the resident remains they were not asking far a <br />vacation and they thought that by vacating the south half, it would almost be a private <br />drive for that resident. Councilman .Bryant said that alley does get daily use outside of <br />the property owner, that would be one l would like t o see stay. Councilman Warthen <br />said on one of plans he saw there was a retention wall that went around the west side of <br />one of the alleyways and asked how tall the wall was. They answered that on the west <br />side 7 feet tall. Councilman Warthen asked how tall from the high side, from the alley <br />side. Mike .Montgomery and brother David were present as the architect of the proposed <br />facility answered abouC 7 feet and would have a railing on it. Mike Montgomery told the <br />council he was sure the Library would modify the plan to let traffic turn and go thru, they <br />need to get trucks around the corner. There was some discussion when viewing the <br />plans- Attorney Tim Currens stated there was also an issue with the storm sewer line that <br />ran thru there and asked Joe Beikman to address this issue. Joe Beikman said he wanted <br />the storm sewer line on the perimeter not under the parking lot because if something <br />happened to the line iC would be difficult to get to. Mr. Montgomery said the line Co <br />come out and go along the low side of the retaining wall. Councilman Warthen said the <br />Town had to have access to the line. Councilman Mathis asked if we knew where the <br />sanitary sewer lines were goiT~g to be located. Attorney Coffee said they would agree <br />tonight to have the sanitary sewer lines run along the side of the alley. Councilman <br />Mathis asked if there was a study done to see how much traffic was on that alley. No one <br />answered but Councilman Bryant says it sounds like a good idea to conduct a traffic <br />study and asked if this had ever been done in the past, an operating alley that was <br />vacated. Council President Dolen stated this was not a bad idea to do a traffic study. <br />Councilman Mathis said that personally he wasn't really ready to vote on this issue <br />tonight. He said he wanted to know where all the lines would be and wanted Joe <br />Beikman to approve the plans this issue went any further. He said he also needs to know <br />where the power lines are going to go before making any vote. Attorney Coffee asked if <br />the council be requested to vacate the north alley (unimproved) tonight and table the <br />other alley. President Dolen said he would like more time. Councilman Bryant said he <br />would like a traffic study before the next meeting. A motion was made by Councilman <br />Mathis, a second by Councilman Bryant to table the alley vacating to December 16, 2003 <br />meeting. Motion carried 5-0. Councilman 1Vlathis asked Joe Beikman if this gave him <br />enough time to review the revised plans and Mr. Beikman answered it depended on when <br />they got the prints to him.. Ross Holloway asked if a traffic count would be enough. <br />Councilman Bryant said yes, maybe over a typical day any day of the week. <br />Ross Holloway asked for a continuance on the request Co rezone property for the <br />Mooresville Library from Residential to B-3, because one of the stipulations from the <br />Plan Commission was that a rezone was contingent upon vacating the alleys. <br />Unfinished Business: Councilman Bryant said he would like to ask some questions. One <br />question was on the street lights for downtown and asked Councilman Mathis for an <br />
