Councilman Bryant said if there was anything he <br />could help to find out he would be willing to help on this. Councilman Bryant asked <br />about the heating and air situation at the Methodist Church. Councilman Mathis said that <br />at this time the first set of mechanical prints were wrong and the architect had to re-do <br />them and he does not have them back to be able to put out for bid. Councilman Bryant <br />said he knew the council had looked at this before he came on the council as far as hiring <br />a general contractor to complete that work. He said he thought if they were going to <br />remodel the church they should hire someone to do the project from start to finish. He <br />thinks this would get done quicker and probably save money in the long run doing it this <br />way. He asked what the council's feelings were on this. Councilman Worthen said his <br />feeling was to try to do the work as the Town could afford it and not raise taxes. <br />Councilman Bryant asked if there was a time frame. Councilman Mathis answered they <br />had talked about two or three years. President Dolen said they thought they would take <br />their time and do it as they could. Councilman Bryant said so, what we are waiting on is <br />the mechanicals back on heating and. air and we will put it out far bid. Councilman <br />Mathis answered, correct . Councilman Bryant said he had contacted Banning <br />Engineering today to get an update on the Boyd Heights project and wasn't able to get in <br />touch with them, but the .last time he had talked to them they were in the process of <br />putting the drawings together and they still had not completed all of the footwork on the <br />survey, hopefully by the next meeting we will have a set of prints and be working on <br />casements at that time. <br />Councilman Mathis said Mrs. Mayfield had asked him to bring up closing of the streets <br />for Victorian Christmas and apologized for not doing it earlier. A motion was made by <br />Councilman Mathis, a second by Councilman Clark to close East Main Street from <br />Indiana Street to Clay Street. Motion careied S-0. <br />Councilman Clark brought up the issue of Christmas lights on the poles. He wants to get <br />a price for Christmas lights from Main Street to Crystal Flash and the High School to the <br />end of Snuth Indiana Street, approximately 48 poles. He told the council he had talked to <br />the Clerk-Treasurer and there was money to buy them or have someone to decorate. He <br />said he had had several people ask him if the Tovvn was going to have Christmas lights <br />and he didn't know what to tell Chem. The Clerk-Treasurer told the council members that <br />she had contacted Brooklyn and they had leased lights far 75 dollars each pole until about <br />two years ago when they purchased their own lights. If the council wants to purchase <br />they need to purchase between January 1 and March 31 of the year to get a 40% discount. <br />Councilman Bryant said hopefully information would be available before the next <br />meeting from the two companies Town of Brooklyn had used, a price for leasing or <br />buying. He told the council he found an the Internet a lighted snowflake that would go <br />around the globe of the new street lights. <br />Legal: Salary Ordinance-Attorney Tim Currens said he had done the draft but needed <br />the numbers to insert. Councilman Mathis said they had until the 31St of December to <br />sign the ordinance. The Clerk-Treasurer said she would like to have the numbers <br />December 16`x', because the last of the month was so busy for the holidays. <br />A motion was made by Councilman Worthen, second by Councilman Clark to approve <br />the Grant Agreement and sign. Motion carried S-0. <br />A motion was made by Councilman Mathis, a second by Councilman Clark to approve <br />the new deferral agreement between the county and our court on some traffic tickets <br />restricted to certain types and based on prior records and on other misdemeanors which <br />takes into accounC previous record. Motion carried 5-0. <br />A motion was made by Councilman Mathis, a second by Councilman Clark to approve a <br />Local Partnership Agreement with Indiana-American Water Company on the water <br />company installing a 12 inch rnaiu for the Town and Town will waive connection fee. <br />Motion carried 5-0. <br />A motion was made by Councilman Clark, a second by Councilman Worthen to approve <br />an agent arrangement for a transfer of a depository trusC fund for the one remaining <br />payment on a 1997 bond due on February 1, 2004 for the Redevelopment Commission <br />that had been currently held by Stifel-Nicholson. Motion carried 5-0. <br />~~ <br />The Town Council signed a Certificate of Designation of Depositories for the Clerk- <br />Treasurer. Attorney Currens said the only significant change to increase the amount of <br />deposit to Citizens Bank was due the an increase in tax amounts deposited. <br />
