9 <br /> 9*3 <br /> July 21, 2009 <br /> The Mooresville Town Council met in rdg'ular session on Tuesday, July 21, 2009, at 6:30 P. M. <br /> at the Mooresville Government Center, 1� <br /> Town Council members present were: President Mark�Fayler, Vice President Jeff Cook, John L. <br /> Clark, and Tony Langley. Ryan.Goodwin was absent due to injuries sustained in the line of <br /> duty. Attorney Tim Currens was present. <br /> Max Holtzclaw, Grace Church, gave the invocation. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to approve the <br /> minutes of July 7, 2009 meeting. Motion carried 4-0. <br /> James Childers presented a street closing permit for the roots and rhythm fest, August 29th from <br /> 9A.M. to 4 P. M. Clay Street to Main Street. Department Heads have signed the permit. A <br /> motion was made by Councilman Cook with a second by Councilman Clark to approve the <br /> permit. Motion carried 4-0. <br /> Next on the agenda Jason Flagg with Troy Risk: Attorney Currens has prepared the contract and <br /> net with Dan Tingle. Troy Risk will sign it and return it to the council. All issues have been <br /> addressed and Dan Tingle is satisfied with the contract. The contract will be at the next meeting. <br /> Legal: Attorney Currens had reviewed the agreement with HNTB; it outlines the scope and <br /> charges for the treatment plant and is ready to be signed. A motion was made by Councilman <br /> Clark and a second by Councilman Langley to make Council President Mark Harris the signatory <br /> for the contract. Motion carried unanimously. <br /> A motion was made by Councilman Clark with a second by Councilman Cook to appoint Greg <br /> Swinney, Jim Ransome, and an appointment from the county to a common wage board for the <br /> WWTP and paving. Motion carried 4-0. <br /> Street Department: Joe Beikman, Superintendent, gave the council a list of streets that need <br /> paved this year. <br /> A motion was made by Councilman Clark with a second by Councilman Cook to approve the <br /> reflectivity equipment and software, required by State and Federal law, to be paid out of Local <br /> Road & Street Fund in the amount of$11,500. Motion carried 4 - 0. <br /> Mark Taylor, Animal Control Officer,report6d twenty-nine (29) calls, eighteen(18) impounds, <br /> and fifteen(15)returns. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to approve <br /> payment of claims. Motion carried 4-0. <br /> There being no further business to come before the council at this time,a motion was made by <br /> Councilman Cook with a second by Councilman Clark to adjourn the meeting. Motion carried <br /> unanimously. <br /> The next regular scheduled meeting of the Mooresville Town Council will be held on Tuesday, <br /> August 4, 2009, at 6:30 P.
