A motion was made by Councilman Goodwin with a second by Councilman Clark to approve a <br /> $569,000 contract with FINTB. Motion carried 4-0. A motion was made by Councilman Cook <br /> with a second by Councilman Clark to appoint Council President Harris as signatory. Motion <br /> carried 5-0. A motion was made by Councilman Goodwin with a second by Councilman Cook <br /> to conduct the above Public Hearing. Any comments from the community can be forwarded on <br /> to IDEM as well. Motion.carried 4-0. <br /> Attorney Currens reported he had met with department heads at a meeting and had a resolution <br /> drawn up for injured on duty. He also reported the department heads will have another meeting <br /> to address changes in the personnel policy. Council President Harris said he wanted to table the <br /> resolution to address the length off work to the next meeting. Councilman Cook made a motion <br /> seconded by Councilman Clark to table to the next meeting. Councilman Goodwin abstained. <br /> Motion carried 3-0. <br /> George Watkins from `Serving our Community Inc.' told the council he wanted to rent space <br /> within the old town hall at 26 South Indiana Street. This group is a Mooresville based first <br /> responder. Their goal is to have four full time chaplains. The organization will cover expenses. <br /> The chaplains are volunteers. They need to have a dedicated space as they will Have a Secretary <br /> there at least two hours a day. Council President Harris and George Watkins had toured the old <br /> Town.Hall and thought the conference zoom would be the best place. There is direct access from <br /> the parking lot. Attorney Currens told the council the organization would need liability insurance <br /> and need to take care of the area they occupy. The contract could go month to month or yearly. <br /> If the Town would need the building they would have to serve notice. The lease agreement will <br /> be available for the next meeting. A motion was made by Councilman Cools with a second by <br /> Councilman Clark to approve. Motion carried 4-0. <br /> Attorney Currens reported on the recent flooding of an area on Edgewood Drive. Joe Beilanan, <br /> Street Superintendent televised and found no blockage in our system. The amount of water they <br /> are getting there is probably fiom the north. Mr. Currens contacted the county surveyor, Mr. <br /> Brock,to see if he could coordinate this issue with Hendricks County. Mr. Currens walked. <br /> Goose Creels and will meet with Mr. Brock to get his permission to let people clean out their part- <br /> of the drainage ditch and this way they wouldn't have an issue with the DNR <br /> Paving: Bids will be opened at the October 6, 2009 meeting of the Mooresville Town Council. <br /> Joe Beiki-ran, Street Superintendent, had added Sundown Manor and if there is enough money <br /> maybe Washington Street. <br /> Next the Cleric-Treasurer had some transfer of funds per the State Board of Accounts Auditor <br /> during the audit of 2008 records. A motion was made by Councilman Clark with a second by <br /> Councilman Goodwin to approve a transfer of$39,675.42 from Wastewater Bond and Interest to <br /> Wastewater Operating. Motion carried 4-0. A motion was made by Councilman Goodwin with <br /> a second by Councilman Cools to approve Resolution#4, 2009 transferring $48,546.62 from <br /> various unused funds in the General to Fund 101 in the General. Motion carried 4-0. <br /> Animal Control Officer Mark Taylor reported thirteen(13) calls, four (4) impounds, and four(4) <br /> returns. <br /> A motion was made by Councilman Goodwin with a second by Councilman Clark to approve <br /> payment of claims. Motion carried 4-0. <br /> There bein g no further business before the council at this time a motion was made by <br /> III Councilman Cools with a second by Councilman Clark to adjourn the meeting.
