October 6, 2009 <br /> The Mooresville Town Council met in regular session on Tuesday, October 6, 2009, at 6:30 P. <br /> M. at the Mooresville Town Hall. <br /> Town Council members present were: President Mark Harris, Vice President Jeff Cook, Ryan <br /> Goodwin, and Tony Langley. John L. Clark was absent. Attorney Currens was present. <br /> Jeff Newton, Mooresville Free Methodist Church, gave the invocation. <br /> A motion was made by Councilman Cook with a second by Councilman Goodwin to approve the <br /> minutes of 9-15-09 meeting. Motion carried 4-0. <br /> Brenda Roberts requested a wastewater hook-on at 5620 E. Landersdale Road across from <br /> Collett Acres. Council President Harris told her to talk to Joe Beikman and find out what their <br /> cost would be and come back to the next meeting. <br /> Cemetery Plot Approval: Councilman Langley said he had not had a chance to review the plan <br /> and the new plots were to be in an area of potential flooding issues, water had come over the top <br /> of this area before. Council President Mark Farris said the Town had put in dirt and built this <br /> area up, but they could table this to the next meeting. Attorney Currens gave Councilman <br /> Langley a number to call Banning Engineering. <br /> Next on the agenda was Scott Miller from Umbaugh to explain Draft 1 and Draft 2 of the <br /> wastewater rate study for the expansion. The PER will be submitted to State Revolving Fund on <br /> Wednesday, October 7, 2009. Everyone will need to digest the reports and meet again. If TIF <br /> uses all cash on hand as in Draft 1 they would not have any money left for industries that want to <br /> move in. Draft 2 they use approximately half of cash on hand and bond for their 27%. The Bond <br /> is for 20 years. The drafts do not include any OCRA or EDA monies. Jill Segasser, River Hills <br /> is working on EDA money and Amy Miller is working on OCRA monies and also State <br /> Revolving Fund money.
