A motion was made by Councilman Goodwin with a second by Councilman Langley to review

<br /> Next, David Aldridge and J E Connors, Med quest Healthcare Consulting, explained their service
<br /> to the council. The analysis is free. They help set up a payment plan for the employees and try to
<br /> get reductions to their costs and only get paid if they can do this at a rate of 25%. Councilman
<br /> Langley said this was not a service he would use personally. A motion was made by
<br /> Councilman Goodwin with a second by Councilman Cook to have them do the analysis. Motion
<br /> carried 4-0.
<br /> This meeting is the Public Hearing for Town of Mooresville 2010 budget. Fire Dept.
<br /> $1,292,714.00, Town Hall, $563,296.00, Storm Water$107, 500, Utility Dept. $279,947.00,
<br /> Town Court $169,736.00, Police Dept. $1,931,868.00, MVH$1,177,893.00, LR& S $84,000,
<br /> Park&Rec. $908,472.00, CCD $143,640.00, EDIT $352,482.00, Rainy Day $189,000,
<br /> Riverboat$105,000, and Public Safety LOIT $500,000. A motion was made to approve
<br /> Ordinance#7, 2009 for 2010 budget amounts by Councilman Cool-,with a second by
<br /> Councilman Goodwin. Motion carried 4-0.
<br /> A motion was made by Councilman Goodwin with a second by Councilman Langley to approve
<br /> a resolution for Line item#I on sixteen line statements to go with the budget to lower if needed.
<br /> Motion carried 4-0.
<br /> A motion was made by Councilman Goodwin with a second by Councilman Langley to approve
<br /> a resolutions.for Line#2 deduction of$340,644.22 for General and left open to put in last minute
<br /> deductions for MVH and Park. Motion carried 4-0.
<br /> A motion was made by Councilman Langley with a second by Councilman Cool-,to approve
<br /> Resolution# 5, 2009 to approve the PER for the WWTP expansion. Motion carried 4-0.
<br /> A motion was made by Councilman Goodwin with a second by Councilman Langley to approve
<br /> Declaratory Resolution#6, 2009 for equipment abatement in the amount$152,100.00 for
<br /> Overton& Sons Tool&Die Co. Motion carried 4-0.
<br /> Council President Mark Harris read the differences in the two quotes for IT services.
<br /> Councilman Goodwin said he spoke with Telemagen and Outsource IT and his recommendation
<br /> was to stay with Outsource IT because they were giving good protection to the Town IT needs.
<br /> A motion was made by Councilman Goodwin with a second by Councilman Langley to remain
<br /> with Outsource IT. Councilmen Goodwin and Langley voted for and Councilmen Cook and
<br /> Harris opposed. Clerk-Treasurer Sandra Perry abstained from voting to break the tie. This is
<br /> tabled to the next meeting.
<br /> A motion was made by Councilman Goodwin with a second by Councilman Langley to approve
<br /> a lease in the Old Town Hall Building for Pastor Services with a minimum $300,000.00 liability
<br /> insurance and month to month lease. Motion carried 4-0.
<br /> A motion was made by Councilman Cook with a second by Councilman Goodwin to have
<br /> Council President Harris to be signatory. Motion carried 4-0.
<br /> Attorney Currens recommended Rich Starky and Barnes and Thornberg in conjunction with
<br /> HNTB and Umbaugh and make arrangements to get them on board for the WWTP expansion. A
<br /> motion was made by Councilman Langley and seconded by Councilman Goodwin to approve.
<br /> Motion carried 4-0.
<br /> Council President Marl-,Harris reported three people applied for Fire Chief.
<br /> A motion was made by Councilman Langley with a second by Councilman Goodwin to approve
<br /> transfer of funds of$50,000 from WWTP Operating to WWTP Plant Improvement. Motion
<br /> carried 4-0.
<br /> Animal Control Officer, Marl-,Taylor, reported thirty three (33) calls, six(6) impounded, and
<br /> four(4) returns.
<br /> The next meeting of the Mooresville Town Council be Tuesday, October 20, 2009 at 6:30 P. M.
<br /> at the Mooresville Government Center. An executive session will be held at 5:00 P. M. to
<br /> discuss personnel.
<br /> A motion was made by Councilman Goodwin with a second by Councilman Langley to approve
<br /> payment of the claims. Motion carried 4-0.
