960 Jeff Pipkin presented the CF-1's of the companies the council wanted to come back to <br /> this meeting to explain why they were not in compliance. PacMoore had estimated 100 <br /> jobs but currently have 65 employees. They have twelve temporary employees. Their <br /> abatement ends 2015 payable 2016. Their representatives reported they are talking about <br /> a$500,000 project and bringing in another company to their building. They expect to be <br /> at 100 full time employees by the end of this year. Bill Moore apologized for not being <br /> present. <br /> Dave Trout,Ambassador Steel was unable to be at the meeting but sent some information <br /> to the EDC office. Their real estate actual was more than the estimated. The employee <br /> estimate was 40 but they are at 28.Their equipment was estimated at$400,000 but is <br /> actually $292,500. Some employees retired and were not replaced. This is the last year <br /> of their abatement. <br /> A representative from General Shale, Mike Stacy,was present. He reported business was <br /> down 76% from 2006 due to the economy. The only run 11 people on the day shift <br /> currently. The biggest part of their business is going to Canada. There is no one building <br /> houses and that was 80% of their business. <br /> A CF-1 from Pro-Build/Carter Lee came in late. Their estimated employees were 1,066 <br /> but actual is 86 and personal property actual is $1,300,000. They have been to the <br /> Redevelopment Commission with'ari expansion. <br /> A motion was made by Councihnian,CXarlc with,, second by Councilman Harris to <br /> approve the CF-1"s for PacMoore, Ambassador Steel, General Shale, and <br /> ProBuild/Carter Lee. Motion carried 3-0. <br /> Joy Sessing, Morgan County Economic Development Corporation,presented a request <br /> for abatement for Mt. Olive. This had been before the Redevelopment Commission and <br /> received a recommendation it would not adversely affect the allocation area TIF 2. The <br /> abatement is for a new large die-cut press costing $225,000. This will allow them to do <br /> large parts. They hope to have the press in operation by December 1st, 2010. A motion <br /> was made by Councilman Clark with a second by Councilman Harris to approve a <br /> Declaratory Resolution#6, 2010 to approve a five year abatement. Motion carried 3-0. <br /> A Public Hearing will be held on August 17th at the Town Council meeting. <br /> Joy Sessing then presented a request for abatement for ProBuild/Carter Lee for real estate <br /> of$2,264,000 and $500,000 personal property. They qualify on the matrix for 10 years <br /> on each. This will retain 20 jobs and add 40 additional jobs. They had looked at Ohio <br /> and Kentucky areas also. This received a favorable recommendation from the <br /> Redevelopment Commission. The Redevelopment Comumission also approved incentive <br /> money in the amount of $150,000 contingent on paving all areas. A motion was made <br /> by Councilman Harris with a second by Councilman Clark to approve Declaratory <br /> Resolution#7, 2010 approving the abatement. Motion carried 3-0. The Public Hearing <br /> is August 17, 2010. <br /> A motion was made by Councilman Clark with a second by Councilman Harris to <br /> approve Ordinance 12, 2010, an amendment to Bond Ordinance 10, 2009 that restates the <br /> commitment of the Redevelopment Commission. This is for the SRF Loan and has to be <br /> done at two meetings and to approve a Special meeting on Friday, August 6t", 2010, at <br /> 1:00 P. M. at the Mooresville Government Center. Motion carried 3-0. <br /> Council President Ryan Goodwin made an executive appointment to the Redevelopment <br /> Commission a non voting school member of Ron Wright. <br /> Councilman Harris said he talked with Chief Viles about implementing tasers for the <br /> Police Department. There is not enough money in the Police budget so Councilman. <br /> Harris was looking $25,000 from the Riverboat Fund. He will have more information at <br /> the next meeting. <br /> Fire Chief, Tim Medsker,reported ninety-four(94)responses for July and five hundred <br /> seventy-eight (578) for the year. <br /> Street Superintendent, Joe Beikman, reported a list of streets and alleys to pave and <br /> wanted to advertise for bids. They will bid by the ton and square foot for milling 25% <br /> plus or minus. A motion was made by Councilman Clark with a second by Councilman <br /> Harris to approve advertising for bids. Motion carried 3-0. Joe also asked if the old State <br /> Road 67 was now a part of Town limits. If it is they need to look for a speed limit sign. <br />
