975 <br /> October 5,2010 <br /> The Mooresville Town Council met in regular session on Tuesday, October 5,2010, at <br /> 6:30 P. M. at the Mooresville Government Center. <br /> Council members present were: President Ryan Goodwin,Vice President Tony Langley, <br /> John L. Clark, and-Mark Harris. Councilman Jeff Cook was absent. Town attorney Tim <br /> Curren was present and Clerk-Treasurer Sandra Perry was present. <br /> Town Council President Ryan Goodwin gave the invocation. <br /> A motion was made by Councilman Clark with a second by Councilman Harris to <br /> approve the minutes,of September 21, 2010. Motion carried 4-0. <br /> Tonight was the Final Adoption of Budget 2011 in the amount of$6,975.82$.00. A <br /> motion was made by Councilman Clark with a second by Councilman Langley to <br /> approve Ordinance 13,2010 approving Budget 2011.. Motion carried 4-0. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to <br /> approve a resolution for Line 1 for 2011 budget. Motion carried 4-0. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to <br /> approve a resolution for Line 2 for 2011 budget. Motion carried 4-0. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to <br /> appoint President Goodwin as signatory for the resolutions. Motion carried 4-0. <br /> Justin _. <br /> Gifford appeared before the council concerning a request from IDEM to <br /> investigate Crest Cleaners. They want to do two soil borings for monitoring wells in the <br /> grass between the sidewalk abd South Indiana Street. They want to complete this before <br /> the end of October. The wells can be installed in four to six hours. Actual monitoring <br /> events last about '/z hour per well. They don't anticipate having to block off traffic. <br /> Attorney Currens told Mr. Gifford a release agreement would need to be signed and he <br /> would forward this to him. Councilman Langley was concerned about contamination of <br /> the well itself and wanted to know the ownership of the wells. Mr. Gifford didn't know <br /> the answer to that question. He told the council that after the use of the well was over it <br /> is closed and sealed. They could also remove the box and put soil and grass over it. <br /> Crest Cleaners would be the responsible person but he would look into the true ownership <br /> of the wells. A motion was made by Councilman Langley with a second by Councilman <br /> Clark to approve subject to a proper release agreement. Motion carried 4-0. <br /> Attorney Currens presented a Deed of Dedication for Old State Road 67 to be signed and <br /> recorded. A motion was made by Councilman Clark with a second by Councilman <br /> Langley to approve. Motion carried 4-0. <br /> Fire Chief, Tim Medsker,reported 102 runs and a total of 781 for the year. The total fire <br /> ban for Mooresville is still being enforced. <br /> Street Superintendent, Joe Beikman, announced all paving was finished and leaf pick up <br /> would begin on,October 18"x, 2010. <br /> Clerk-Treasurer, Sandy Perry, announced the State Board of Accounts Auditor was in the <br /> Government Center auditing the 2009 books. <br /> Mark Taylor,Animal Control Officer,reported thirty-three (33) calls, five (5)impounds, <br /> and four(4)returns. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to <br /> approve payment of the claims. Motion carried 4-0. <br />
