Perry, Clerlc/Treasurer May 15, 2012 The Mooresville Town Council met in regular session on Tuesday, May 15, 2012, at 6:30 P. M. at the Mooresville Government Center. Town Council members present were: President George Watkins, Vice-President Mark Mathis, Tony Langley, and Virginia Perry. Councilman Jeff Cook was absent. Town attorney Tim Currens was also present. George Watkins gave the invocation. A motion was made by Councilman Mathis with a second by Councilwoman Perry to approve minutes of May 1, 2012 meeting. Motion carried 4-0. Jeff Pipkin, Morgan County EDC,presented a CF-1 for Cornerstone Mooresville, MOB. This is their first year for a CF-1. The value of building was a little lower that estimated on the SB-1, but the building is outstanding. Councilman Langley asked if two points were taken away for the lower investment would they still score enough for the abatement. Jeff answered yes;they would still score twenty points. A motion was made by Councilwoman Perry with a second by Councilman Mathis to approve the CF-1. Motion carried 4-0. Chris Gale, HNTB,presented change order#4 in the amount of$119,830.00 for the wastewater expansion. The change order will add an extra 28 days to complete. The total contract with Wilhelm Construction will now be $12,273,496.00. A motion was made by Councilman Langley with a second by Councilwoman Perry to approve the change order. Motion.carried 4-0. Ron Ballard, In-American Water Co., appeared before the council explaining issues with pressure and notification. Lowe's had done a fire suppression test at the same time the Morning Star water tank was out of service for painting and maintenance which cause the pressure to be down seven to twelve minutes. When the water company got the call they started some more pumps. Mr. Ballard wanted a recommendation on the media to notify as to a boil order or advisory that would get to the residents faster. It was suggested to add the Indianapolis Star and T V Channels 6, 8, and 13. Councilman Langley said the testing came out negative. An advisory means the water company wants to do some testing. An order means the State says there are contaminants in the water. Legal: Councilman Langley presented a conflict of interest statement referencing his relationship with Mt. Olive and Olive Oak LLC. The council received and acknowledged his receipt. A motion was made by Councilman Langley with a second by Councilwoman Perry to approve the appointments of Brian Anderson, Brian Moore and Darrell Brown to the Plan Commission. Motion carried 4-0.
