1.438 <br /> A motion was made by Councilwoman Perry with a second by Councilman Langley to <br /> approve the minutes of 6-5-12 as submitted. Motion carried 3-0. <br /> Next on the agenda Councilwoman Perry gave a presentation on General Shale's CF-I <br /> and made a motion to not approve the CF-1. Councilman Langley wanted to hear from <br /> the company's representative. Mike Bagel has been the manager since January 2012. He <br /> state the housing market is in a depression. But he has hired ten employees in the last <br /> two months bringing the total to around 50 employees. He is hoping to bring on outdoor <br /> living. Out of seventeen plants only five have survived. Jeff Pipkin, Morgan County <br /> Economic Development Corp. told the council they had scored 33 on the matrix. The <br /> company did make the investment and if you took twelve points away they would still <br /> qualify for their abatement. Councilwoman Perry made a motion to deny the CF-1 but no <br /> second was forthcoming. General Shale will be on the agenda for the July 3, 2012 <br /> meeting. <br /> A motion was made by Councilman Langley with a second by Councilwoman Perry to <br /> approve a payment claim for Wilhelm Construction in the amount of$468,684.15. <br /> Motion carried 3-0. <br /> A motion to approve a proclamation from Governor Mitch Daniels was made by <br /> Councilwoman Perry with a second by Councilman Langley. Motion carried 3-0. <br /> A motion was made by Councilman Langley with a second by Councilwoman Perry to <br /> approve Resolution 3, 2012, conflict of interest and anti-nepotism. Motion carried 3-0. <br /> A motion was made to amend the personnel policy to reflect the anti-nepotism policy <br /> Resolution by Councilman Langley and seconded by Councilwoman Perry. Motion <br /> carried 3-0. <br /> ° A motion was made by Councilwoman Perry with a second by Councilman Langley to <br /> approve payment of the claims in the amount of$222,324.53. Motion carried 3-0. <br /> There being no further business to come before the council at this time a motion was <br /> made by Councilman Langley with a second by Councilwoman Perry to adjourn the <br /> meeting. Motion carried 3-0. <br /> The next meeting of the Mooresville Town Council will be Tuesday, July 3, 2012, at 6:30 <br /> P.
