1039 <br /> July 3, 2012 <br /> The Mooresville Town Council met in regular session on Tuesday, July 3, 2012 at the <br /> Mooresville Government Center. <br /> Council members present were: President, George Watkins, Councilmen,Mark Mathis, <br /> Jeff Cook and Tony Langley and Councilwoman, Virginia Perry. Town attorney, Tim <br /> Currens was absent. <br /> Ted Hawkins of Grace Church opened the meeting with prayer. <br /> A motion to approve the minutes of the June 19, 2012 meeting was made by Councilman <br /> Mathis and second by Councilwoman Perry. Motion carried 5-0. <br /> The first item on the agenda was Mooresville Chamber of Commerce requesting that <br /> their monthly rental fee of$1 50.00 be waived because they are the welcome center for <br /> the town and do so much for the community. A motion was made by Councilman <br /> Langley and second by Coucilman Mathis to waive the $150.00 monthly rent with the <br /> stipulation that a new contract will be signed and the town can move their location if it <br /> becomes necessary. Motion carried 5-1,with Councilman Cook opposed. The council <br /> agreed to let President Watkins be the signatory on the contract. <br /> The next item on the agenda was the review of the CF-1 for General Shale that was <br /> tabled from the last meeting due to lack of a quorum. Jeff Pipkin of Morgan County <br /> EDC stated the abatement was granted in 2006 and at that time the company estimated <br /> 102 employees would be retained and 34 additional positions would be added. The CF-1 <br /> shows 41 employees. Mr. Pipkin stated that even if the twelve points were subtracted for <br /> the number of employees,they would still qualify for the abatement. Mike Badgett of <br /> General Shale was present and told the council they are in a hiring mode and currently <br /> have around 50 employees. Councilman Langley and President Watkins stated that they <br /> felt that even though they have fallen short on the number of employees,their Matrix <br /> score still qualifies them during a time when the economy is suffering. A motion was <br /> made by Councilman.Langley and second by Councilman Cook to approve the CF-1. <br /> Motion carried 4-1, with Councilwoman Perry opposed. <br /> President Watkins asked that the minutes reflect that the Assessor's office has requested <br /> from the town council a letter stating the results of their action taken with Ambassador <br /> Steel. He will get with the Clerk-Treasurer about getting that to the Assessor. <br /> In other business, President Watkins stated that the town received a letter from a citizen <br /> who backed over a sewer manhole and damaged their car. They filed a claim with the <br /> town's insurance company and they found no negligence on the town's part and denied <br /> the claim. The citizen was asking for their$500 deductible to be paid by the town. <br /> President Watkins and Councilmen Langley and Mathis all stated that if our insurance <br /> company doesn't feel the town is liable then we shouldn't pay. Councilman Cook and <br /> Councilwoman Perry both felt that the town had at least some liability. President <br /> Watkins stated that the owner of the business had paved around the manhole creating the <br /> issue. A motion was made by Councilwoman Perry and 2nd by Councilman Cook to <br /> approve the paying of the $500 deductible to the citizen. Vote was 2-3 and the motion <br /> did not pass. Councilmen Watkins, Langley and Mathis were opposed. <br />
