1054 <br /> October 2, 2012 <br /> The Mooresville Town Council met on Tuesday, October 2, 2012 in regular session at <br /> 6:30 P. M. at the Mooresville Government Center. <br /> Council members present were: President George Watkins, Tony Langley, Virginia <br /> Perry, Mark Mathis, and Jeff Cook. No members were absent. Town attorney Tim <br /> Currens was present. <br /> Councilman Mark Mathis gave the invocation. <br /> A motion was made by Councilman Mathis with a second by Councilwoman Perry to <br /> approve September 18, 2012 minutes. Motion carried 5-0. <br /> President Watkins informed the audience that tax money could not be used to buy the <br /> water company. Bonding would be used. <br /> This is pre-adoption hearing for the 2013 budget. Oakley Brown from the audience <br /> signed to speak. He wanted to know what this budget process was all about. The Clerk- <br /> Treasurer explained to him a budget is advertised every year in the paper two times one <br /> week a part. Mr. Brown said he didn't take the Mooresville Times or the Martinsville <br /> Reporter. He asked if this years budget was higher than last year and was informed the <br /> State allows us a 2.8% levy increase. <br /> Councilwoman Perry asked about the SWAT line items in the Police budget. These were <br /> not in the advertised budget. President Watkins said these were at the Police Chief's <br /> request. The Chief was not present at the meeting. Councilwoman Perry said she had a <br /> letter from the Police Chief that listed higher numbers than were on the budget now. <br /> President Watkins said the Police Chief had met with SWAT Commander and came <br /> away with the lower figurqs. The $10,000 is for one time training and to equip two <br /> officers. The $5,000 fee is ongoing for Over Time, Comp Time, and any other fees as <br /> each agency pays $2,200 per year to SWAT. <br /> Councilwoman Perry stated with the cash flow balances the council needed to take a long <br /> look at the budgets and look at"wants" and not"needs". Councilman Cook agreed. He <br /> thought$10,000 was excessive and this was a want not a need for the Police Department. <br /> Council President Watkins said this would be taken under advisement. There being no <br /> further comments from the council, the Public Hearing was closed. <br /> Opening of Paving Bids: There was only one bid submitted by Wallace Construction in <br /> the amount of$119,209.02. Street Superintendent Dave Moore looked over the bid as <br /> the meeting continued. <br /> Salary increases were included in the budget. Councilwoman Perry requested the <br /> Ordinance be ready on November 6, 2012 meeting for signatures. The Council President <br /> agreed. <br /> Next was the power point by Brenda Huter. She had a chicken coop in her back yard and <br /> the Town ordinance#2, 1997 stated no chickens in Town as well as other farm type <br /> animals. Councilwoman Perry read her response from her research and personal <br /> knowledge (attached to minutes) and made a motion to deny the request for an <br /> amendment to the ordinance. Attorney Currens said a motion was not necessary since the <br /> Town already has an ordinance in place against chickens in Town. Mrs. Huter told the <br /> council she appreciated the opportunity to talk to the council in public. <br />
