MOORESVILLE BOARD OF ZONING APPEALS <br /> MINUTES AUGUST 11, 2005 <br /> The Mooresville Board of Zoning Appeals met on Thursday,August 11, 2005 at 6:00 <br /> P.M. at the Mooresville Town Hall. <br /> Members present were Jon Swisher, Chairman, Alan Kramer, Mike Young, Don Barry <br /> and Charles McGuire. Town Attorney, Tim Currens was present. <br /> Motion to approve the minutes of the July 14, 2005 meeting was made by Don Barry, <br /> second by Alan Kramer. Motion carried 5-0. <br /> First on the agenda was Randy Haymaker, Hoosier Energy, requesting a Special <br /> Exception for a substation at 497 E Bunker Hill Road that was tabled from June 9, 2005. <br /> In 1966 they purchased one acre of ground at 497 Bunker Hill Road for the purpose of <br /> installing a substation. The Wilbur substation will not be able to handle the additional <br /> growth in the area, so they would like to install a new substation on Bunker Hill Road. <br /> They had looked at the five acre parcel which was suggested at the June meeting and they <br /> have also met with the home owners adjacent to the property. The homes that have been <br /> built in the area are nice homes and they have stated they were aware that Hoosier Energy <br /> might build a substation on this parcel of land. The five acre parcel has several <br /> challenges with this site. One it is on a dead end of a non-public road, the transformers <br /> • are very heavy and they would have to build more than a quarter mile of public road to <br /> get to the site. Secondly they would have to have an environmental study done on the <br /> site,they would have to have right-of-way from the surrounding property to be able to <br /> put in the three lines that might be required and they would need to clear the trees fifty <br /> feet from center on both sides. It will take up to six months to get the Federal approval <br /> they need for this site, so it will be next summer before they can start to build the <br /> substation on a new site. They have met with the neighbors to try and reduce the impact <br /> on the neighborhood and one thing they have done is sacrifice the area they were <br /> planning for future expansion and this would affect the impact to the west and allow them <br /> to plant more trees to the west. They have also moved the substation ten feet to the <br /> south to reduce the impact. They would put in six to eight foot white spruce on a <br /> diagonal in back so it is not a safety factor and the north and south side of the perimeter <br /> will have white spruce as well. <br /> Mr. Kramer asked if the concern of the density and type of fencing or screening had been <br /> discussed with the property owners and Mr. Haymaker said it had and if the board would <br /> like additional fencing they would be happy to do that. <br /> Mr. Max Stewart, 9450 N. Romine Road, stated that he hoped the board would <br /> sympathize with the home owners and the investments they have in their properties. He <br /> said there are alternative site available for the substation. He wanted to know why they <br /> had not asked for the Special Exception in 1990 when they carne under the building <br /> standard for Mooresville. <br />
