Commissioner McGuire motioned to recommend to the Town Council that this property <br /> lots 85, 86 and 87 of The Brookmore Subdivision be rezoned to R-3. A second to this <br /> motion was made by Commissioner Williamson. The motion did not carry with only 2 <br /> voting for the rezone. The rezone was tabled for the August meeting. <br /> The next item on the agenda was Warpenburg for a Special Exception for 7 West High <br /> Street for a Bed and Breakfast to be allowed in a B-2 zoning. They will also be sell <br /> antiques. A motion that the Special Exception would not adversity effect the Master Use <br /> Plan was made by Commissioner Logan and seconded by Commissioner Ehrhart,motion <br /> carried with none opposed. Mr. Currens will prepare a document for the BZA. <br /> Ross Holloway brought a 4 Lot Minor Plat for Jason Derringer on state Road 144, Mr. <br /> Holloway explained that it is 17 acres with an access off of State Road I44.The access <br /> road is part of the 17 acres. The will be four lots being 2.34 and 2.27 acres. These lot <br /> would be single family units only. Each lot will have 2 septic sights. Mr. Holloway <br /> submitted a Site Evaluation and soil test from the Morgan Co. Health Department. <br /> All lot are acceptable for on site septic systems with lot 2 needing a mound system. <br /> There is sufficient drops for perimeter drains, there has been drainage easement provided <br /> for all four lots. The owner of the lots on either side of the access road Charles Ballard of <br /> 10671 N. Christener Lane had a concern about what would happen if the road would go <br /> • on through to Orchard Road, with people cutting through to save time. He and his <br /> neighbors maintain the road and this would put extra strain on it. He also showed pictures <br /> of the property and the junk etc on it. Mr. Holloway said that lot 1 would be the only lot <br /> with access from Orchard Road. He also addressed the apai tinents and or storage <br /> buildings, there will only be single family dwellings. He also said that the property will <br /> be cleaned up. Steve Swallow of 10779 N Christener Lane had concerns about drainage. <br /> It was explained that a Soil Scientist do the testing and report the findings to the Morgan <br /> County Health Dept. then they decide. Mr. Derringer said that all of the junk is all on lot <br /> 4. He also said that the whole thing will be cleaned up, to prepare for sale. Commissioner <br /> Brown motioned to approve the 4 lot Minor Plat as presented, a second came from <br /> Commissioner Logan the motion carried with none opposed. <br /> Chairman Young brought up the signs, that had been discussed in past meetings and that <br /> Mr. Beikman was told to start on a process to correct the signage. There has been several <br /> calls as well as well as Jerry Thomas from the Springmill Christian Center coming before <br /> the Commission to get clarification. Mr. Holloway spoke to say that this is an issue <br /> everywhere. After more discussion and the fact of the man power that it would take to <br /> enforce what we have now as an ordinance. A motion from Commissioner Logan and <br /> seconded by Commissioner Ehrhart to look at other sign ordinances and that the existing <br /> violations be held until the Commission has time to review where they are. A second was <br /> made by Commissioner Ehrhart, the motion carried with none opposed.
