trucks easy access. They will install fire hydrants where ever the town would like them <br /> placed. They will enclose the open ditch on Bridge Street with pipe and yard drains and <br /> they will connect the drain spouts to the drainage pipe to help the whole area. There will <br /> be a minimum fifty(50) foot setback from Bridge Street. <br /> Austin Walker, 33 Victory Drive, had just purchased land adjunct to this property and is <br /> concerned with the impact it will have on his property. First if the drain coming off of <br /> Roberson Woods development across from his property, which is flat, he will have to get <br /> a backhoe to put in a ditch. There is a ditch where their overflow will go into and the <br /> ditch is only about twelve inch deep. There is a ditch on the property that was caused by <br /> erosion which is about thirty-six (36) inches by four(4) feet. He would like to know <br /> what they will do about their drainage. He would like for them to extend their drain <br /> about three hundred (300) feet to the four foot ditch, and then he would not need to build <br /> a bridge across the ditch himself. The second concern is the existing fence which is in <br /> need of repair. He had talked with Chris Parker at the Morgan County Agriculture office <br /> and the Indiana law said that he and the developer were responsible for the repair of the <br /> fence. He would like to get it in writing that they both own the fence and they would <br /> share the expense of repairs. <br /> Mr. Holloway stated that this development would fall under the new stormwater <br /> ordinance and that they will abide by the new 2004 ordinance. The new ordinance <br /> would restrict down stream flows to the point where there will be less discharge from the <br /> . development after construction. Also the drainage water has to be treated before it <br /> leaves the development to remove any sediment, oil and other debris and enters a stream. <br /> He said there is a natural swale on the property that drains onto Mr. Walker's property <br /> and this is the natural flow that has always been there. He said that as far as the fence <br /> goes it is a civil matter and does not feel that it is the plan commission responsibility to <br /> get involve with where a fence needs built for cows. <br /> Shirley Blankenship, Roberson Village, said there are only two ways out of Roberson <br /> Woods and that is by Bridge Street or Tavistock Drive and sometimes they have to wait <br /> on fifteen cars to go so they can pull out. Mr. Holloway said that rush time is the hardest <br /> time for them to get onto Bridge Street and he recommends she go to the Town Council <br /> to have a stoplight installed. <br /> Councilman Logan asked how much hardy plank would be on these buildings. Mr. <br /> Holloway said he guessing maybe 15 to 20% and it would mainly be on sunrooms, gable <br /> ends and some ornamental features. <br /> Councilman McGuire state that he would like a sidewalk and curbs along Bridge Street. <br /> Motion was made to accept the Preliminary Plat as presented with the photographs and <br /> booklet included by Councilman McGuire, second by Councilman Ehrhart. Motion <br /> carried 7-0. <br /> 5 <br />
