by officers or employees of the Town or by a firm of certified <br /> IPpublic accountants or a firm of consulting engineers which firms <br /> shall have experience in such studies or by such combination of <br /> officers, employees, certified public accountants or engineers <br /> as the Town shall determine to be best under the circumstance. <br /> Section 9. The Town shall make and enforce such by-laws <br /> and regulations as may be deemed necessary for the safe, <br /> economical and efficient management of the Town' s sewage system, <br /> pumping stations and sewage treatment works, for the <br /> construction and use of house sewers and connections to the <br /> sewage system and for the regulation, collection, rebating and <br /> refunding of such rates and charges . <br /> The Town is hereby authorized to prohibit dumping of wastes <br /> into the Town' s sewage system which, in its discretion, are <br /> deemed harmful to the operation of the sewage treatment works <br /> that serves the Town or to require methods affecting pre- <br /> treatment of said wastes to comply with the pre-treatment <br /> standards as set out in the Town of Mooresville' s Ordinance 17, <br /> 1989 and any successor Ordinance to this Ordinance . <br /> IIISection 10 . In the event any owner or other user of the <br /> Town sewage treatment works shall permit the dumping of waste <br /> and/or sewage into the Town' s sewage works, which are harmful to <br /> the operation of the system, then the owner or user shall be <br /> 411 required to pay for the damages plus a penalty of not less than <br /> 18 <br /> /) <br />
