1141 <br /> May 6, 2014 <br /> The Mooresville Town Council met in regular session on Tuesday, May 6,2014 at 6:30 P. M.at the <br /> Mooresville Government Center. <br /> Town Council members present were: President Mark Mathis,Vice-President Virginia Perry,Tony <br /> Langley, George Watkins,and Jeff Cook. <br /> Rob Mehnerfrom Grace Church gave the Invocation. <br /> A motion was made by Councilman Watkins with a second by Councilwoman Perry to approve minutes. <br /> Motion carried 5-0. <br /> Chelsey Manns, Morgan County EDC Director present a CF-1 for Nice Pak. Councilwoman Perry <br /> commented she had contacted the HR Director to see why the number of employees had gone down <br /> and they have lost some employees. A motion was made by Councilman Watkins with a second by <br /> Councilwoman Perry to approve their CF-1 for this year. Motion carried 5-0. This is NicePak's final year <br /> for abatement. <br /> HNTB: No one appeared before the council. This item is tabled again. <br /> Paige Sansone from Umbaugh presented a financial plan (working model)for council to use as a tool for <br /> the budget season. The plan gives projected balances for 2014, budget deficits identified, and <br /> recommendations. The plan is available in the Clerk's office. Councilman Watkins said looking back and <br /> forward we need this to budget for the coming years. <br /> Danny Allen, acting Police Chief, appeared before the council to request permission to hire a dispatcher. <br /> One of the full time dispatchers left to work at the Mooresville Parks department. The police plan to <br /> offer position to part time dispatchers first. They have at least one who is interested. Chief Allen wants <br /> to create a committee to work on the hiring. Attorney Currens will check to see if civil is under the <br /> police department, police commission, or Town Council.. President Mathis commented the council had <br /> not yet determined if the dispatch is going to the county and thought they should have a bigger part <br /> time pool. Chief Allen said he was close on staffing because of vacation, holidays,and time off. He said <br /> to bring a new person in would take a lengthy training time. A motion was made by Councilman Cook <br /> with a second by Councilwoman Perry to give permission to replace full time employee and fill part time <br /> as needed. Councilman Watkins added to advertise for full and part time,waiving the hiring freeze for <br /> this particular item. Motion carried 5-0. <br /> Councilwoman Perry reported the stormwater committee met and looked at two companies and are <br /> comfortable that the committee is looking at apples to apples for the ERU's and credits for businesses. <br /> Councilman Langley commented this is probably good methodology for in the future and we should be <br /> looking at getting more money. He would like to see a budget first to see where that money would be <br /> used. Councilwoman Perry said here intent was never to raise funds, but to make stormwater fees more <br /> equitable for everyone. Councilman Watkins said he doesn't want to pay any money for a study,you <br /> don't just raise money to raise money. He said if revenue is raised it needs to be for a purpose. A <br /> representative from Spring Hill apartments asked if they were considered residential or commercial <br /> because they are limited to what HUD gives them for revenue. <br /> Councilwoman Perry made a motion to forward and go with the lower of the two proposals. <br /> Councilman Cook gave a second to the motion. The motion did not carry. The vote was 2 to 3. <br /> Councilmen Langley,Watkins, and Mathis opposed. <br /> Mooresville will have recycling soon. The County Council approved additional appropriations for this. <br /> Council needs to come up with suggestion on where to put these bins. Sites with security cameras are <br /> needed. <br /> Legal: A change order from John Hall Construction that increased the total by$2,050 but Mooresville <br /> will receive a grant that will pay a good portion of the bill. Before John Hall Construction can receive a <br /> check they need to sign a release to any of their vendors. A motion was made by Councilman Watkins <br /> with a second by Councilman Langley to approve the change order. Motion carried 5-0. <br /> A motion was made by Councilman Langley with a second by Councilman Watkins to approve payment <br /> of the claims in the amount of$682,541.36. Motion carried 5-0. <br /> There being no further business to come before the council at this time a motion was made by <br /> Councilman Watkins with a second by Councilman Langley to adjourn the meeting. Motion carried 5-0. <br />
